N3904018Q0346 Pre-Solicitation Notice *************************** N3904018Q0346 Pre-Solicitation Notice for Barge Maintenance Services for the Portsmouth Naval Shipyard, Kittery, ME NAICS: 336611 FSC: J019 This requirement will be solicited as a 100% Small Business Set-Aside. (size standard is 1250 employees) The Portsmouth Naval Shipyard intends to solicit for Barge Maintenance Services. Solicitation documents to follow. Estimated date for solicitation release is on or around 20 August 2018. Barge Maintenance Services for a firm period of one (1) year. Period of Performance is 9/23/18-9/22/19 Portsmouth Naval Shipyard requires a contractor to provide Preventative Maintenance & Repairs, to include a full range of intermediate-level troubleshooting, repair, renewal, refurbishment, modernization, maintenance and testing of U.S. Navy Living Barges and their auxiliary systems (hull, mechanical and electrical). Detailed Specifications will be provided with the solicitation. The following is a brief summary of the Government's needs: SEE ATTACHED FOR DETAILS. Excerpts from Performance Work Statement: C.1. SCOPE OF WORK C.1.1. The contractor shall furnish the necessary non-personal management, administrative and production services, materials, tools, equipment, facilities, and required support to accomplish a full range of intermediate level troubleshooting, repair, renewal, refurbishment, modernization, maintenance, and testing of Messing/Berthing Barge systems (hull, mechanical, and electrical). Repair personnel shall be qualified MASTER level mechanics and technicians, with current state certifications. C.5. DETAILED REQUIREMENTS C.5.1 ELIN A101 - Planned maintenance. AA-AJ: Report daily, Mon-Fri, excluding holidays to Ships Force Living Barge to review barge Trouble Log, maintained by Ships Force. Identify work requirements by Trouble Log. Report to Contracting Officers Representative (COR). Develop daily work priorities with COR. Perform tests and inspections as detailed in ELINS. AK: Perform "Annual" inspection, IAW NFPA 10, Portable Fire Extinguisher Inspection and Maintenance Schedule, on approximately (15) 20lb ABC, dry chemical, fire extinguishers. C.5.2. ELIN A102 - Cleaning and Sanitizing (Including waxing and buffing of tile decks, if applicable) AA-AD: Provide services/materials to deep clean and sanitize the entire craft. Entire craft defined as all interior surfaces of each compartment including decks (waxing and buffing of tile decks, if applicable), ventilation, piping, bulkheads, bathrooms, laundry facilities, galley, galley equipment, mess area, mess area equipment, desks, chairs, bunks, lockers, tables, mirrors and windows. Clean the interior surfaces of each compartment including decks, ventilation, piping, bulkheads, overheads, bathrooms, laundry facilities, and galley to include equipment and messing area, desks, chairs, bunks, lockers, and tables C.5.3. CLINS A103 - Test and Inspections AA: Provide services/materials and accomplish preliminary and final visual/operational inspection of all systems and equipment. Where discrepancies are identified during inspection, cost of labor and material associated with this ELIN to correct discrepancies will be covered by either a pre-identified ELIN, or the Undisclosed Work (Correct Discrepancies) ELIN. C.5.4. ELIN A104 - Fire Fighting Equipment: Replace, Repair and Maintenance AA-AC: Install new dry chemical fire extinguishers and recharge existing fire extinguishers. All materials shall be in accordance with NFPA 10. When required, replace smoke detectors. C.5.5. ELIN A105 - Laundry Equipment, Replace AA-AC: Provide services/materials to remove existing and install new commercial style washers and dryers. Accomplish operational test. Prices to include cost of labor, equipment and material. C.5.6. ELINS A106 - Habitability Repairs AA-EO: Provide services/materials for repairs/replacement of equipment in all habitability areas to include, but not limited to, repair or replacement of urinals, toilets, sinks, shower heads, valves, flushometers, curtains (including hooks), soap dishes, mats, mini blinds, water fountains, flushometer hoses, lock sets and keys, open/re-set combinations on high security/classified locks, automatic door closures, bulkhead insulation, hanging fixtures on bulkheads, and clearing deck drains. Provide services/materials for replacement of piping and valves up to four inches including CU-NI, Carbon Steel, and all associated insulation/lagging/pads. Install/replace in-line potable water filters. Repair/replace commercial galley equipment. For bidding purposes replacement of piping shall be per linear foot. Prices to include cost of labor, equipment and material. C.5.7. ELIN A107 - Electrical Repairs AA-BD: Provide services/materials for replacement/repair of interior and exterior electrical system components, which could include, but not limited to LED tubes, fluorescent tubes, bulbs, light switches/covers, receptacles/covers, LED Force Protection light fixtures, exit light fixtures, fuses, nickel cadmium rechargeable emergency light fixtures, batteries, starters, halogen light bulbs, breakers, wiring, light photo cells, and telephone system repairs. Prices to include cost of labor, equipment and material. C.5.8. ELIN A108 - Miscellaneous Repairs AA-BN: Provide services/materials for repair/replacement of miscellaneous items to include, but not limited to, decking and bulkhead plating, hull plating, support structure, hand rails, rubber based PRC (including underlayment), vinyl tile (including underlayment), terrazzo decking, sand and reseal terrazzo decking, sand and reseal PRC decking, sand, colorcoat, re-flake and reseal PRC decking, terrazzo overlay and non-skid, pressure wash exterior decking, clean/dewater voids, repair/replace void cover gaskets/hardware, provide services/materials for interior and exterior preservation. Provide services/materials for office furniture repair/replacement. For ELIN 108AW, Clean/Dewater voids, voids will be certified "Gas Free" by PNSY Marine Chemist. Provide service to include dewatering <2" water by way of submersible pump. Cleaning to include sweeping, mopping. Prices to include cost of labor and material. C.5.9. ELIN A110 - Unplanned Parts and Repairs AA-AB: The Unplanned Parts and Repairs ELIN is to be used to correct any discrepancies that are not represented in another defined ELIN. It includes labor hour and material SUBELINs to cover the requirements. The Unplanned Parts and Repairs ELIN is to be used for unique type requirements that are non-repetitive and no ELIN exists to cover that work. The Unplanned Parts and Repairs ELIN includes labor hour and material SUBELINs. ***************************
