- The U.S. Fish and Wildlife Service in Vancouver, WA hereby submits a notice of intent to award a sole source, contract to Pacific Flyway Council, DUNS# 081229677. This contract action is for commercial services under NAICS code 813312 Environment, Conservation and Wildlife Organizations for which the agency intends to solicit and negotiate with only one source under authority of FAR 6.302-1, Other than Full and Open Competition procedures and FAR 13.106-1(b), Simplified Acquisition procedures. The contract period is for a Base Year plus Four Option Years with a five-year value of $150,000.00. Wrangel Island Snow Goose Population Monitoring: The Pacific Flyway Council (Council) is an administrative organization that forges cooperation among public (state and federal) wildlife agencies for the purpose of protecting and conserving migratory birds that inhabit western North America. The Council and U.S. Fish and Wildlife Service work cooperatively to conduct monitoring, management, and research projects to achieve mutual objectives for migratory bird conservation. This work will allow the United States to meet the obligations of treaties and agreements by providing data on the status of this snow goose population. Monitoring conducted over multiple years is necessary to assess the role of annual variation in contrast to long-term environmental change. In addition, banding and recovery analysis generally requires several years of information in order to provide reasonably precise estimates of survival. This announcement constitutes the only notice. This is not a request for competitive quotes. Responses received from this solicitation will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the discretion of the agency. All responsible sources may submit a capability statement, which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive.
