Description
VISN 2 Downstate - Government Retirement Benefits Software Maintenance Renewal Contract -GRB Software A. GENERAL INFORMATION: This is a sources sought announcement only. It is neither a solicitation nor a request for proposals or quotes and does not obligate the Government to award a contract. The Department of Veterans Affairs is conducting market research/seeking capable sources from bondable and experienced firms that are classified and registered in www.vip.vetbiz.gov as either Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB) that are interested and capable of providing the services described in the scope of work below. The NAICS Code is 511210, Software Publishers. Responses to this notice will assist the VA in determining if the acquisition should be set-aside for competition restricted to SDVOSB or VOSB concerns in accordance with 38 USC Sec. 8127. Although this notice focuses on SDVOSB and VOSB, we encourage ALL small businesses and other interested parties to respond for market research purposes. Response to this sources sought announcement must be submitted via email to Michael Elisha James, Michael.james6@va.gov and shall be received at the latest 4:30pm EDST on August 13th, 2018. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. 1. Title of Project: Government Retirement and Benefit Software 2. Scope of Work: VA VISN2 HR wishes to renew its Licensing for its GRB Assist WEB based software that assists HR employees in entering and calculating VA VISN2 employee retirement benefit data. Software stores data on the GRB s servers outside the VA environment. GRB Assist has been in use. This need was developed over the course of 3 fiscal years. A Beta Test of this GRB software was conducted 3rd quarter of FY 2011 under PO: 630-1F9333. This was determined to be a sufficient product for use by the VISN 3 HRMS. This was competitively bid via PO 630-C20099 for FY 2012 under GSA Contract GS35F0047S under FEDBID. Contract VA-243-14f-0323 was awarded with a Base and 4 Option Years. Current contract Option Year 4 expires 10/18/18. This request is for another Base with 4 option years for continued software use by Human Resource Management Service.. Background: Currently GRB Assist hosts VISN3 HR data on their servers and provides access to VISN3 HR users. GRB Assist provides security, software updates, and data storage at vendor site. Software allows all the functionality and benefits listed below: GRB Assist creates a profile with current and historical information. Allows reports that can be generated from that profile. Reports such as: Retirement Estimates, Service Computation Date Reports, Average Salary Reports, Deposit/Redeposit Reports, Military Estimate Reports, when HR needs to compute Social Security Estimates or Thrift Savings Plan reports, generates those reports as well. GRB provides a library of standard federal forms that HR uses to complete applications by having the data flow directly onto the forms from the profile. Profiles and forms should be edited, retrieved, and saved as a PDF files. Generation of e-mail reports directly to the recipient Software should allow for storage of information so only HR has to update the data. GRB Assist reproduces forms right from its web site after filling in data. Data is allowed to flow directly into forms using various features built in utilities. GRB presently offers a highly accurate retirement calculation. All potential retirement variables (part time proration, WAE service, etc.) are accounted for. GRB Assist provides a comprehensive menu-based profile system minimizing errors by making most calculations fully automatic if profile is fully populated. It has an ability to store user profiles from previous reports; has a form-serve feature that pre-populates Retirement Forms. GRB Assist has constantly updated federal retirement regulations and a service Calculator for SCD addition/subtraction. GRB is a Web-based program available from any work station. GRB Assist was determined to be the most comprehensive, reliable retirement calculation product on the market for Federal Employees. GRB Assist consists of a toolbox, a profile view, and a tool view, that includes different tools and views allowing users to quickly switch between tasks, jump from one area of interest to another, and increase productivity. GRB has a profile centric design as mentioned above allowing for greater access to specific data. GRB Assist has standard employee profile data consisting consist of standard information such as name, date of birth, and retirement coverage. Once an employee profile is completed, personnel can use any of the numerous tools to quickly calculate retirement estimates, compute service computation dates, create average salaries, etc. It should allow data import/export from an existing database, such as an agency s payroll or personnel database, thereby minimizing the time consuming task of manual data entry. GRB Assist is capable of enterprise level data sharing capabilities via the use of a SQL compliant database server, allowing multiple users access to the same employee profiles and estimates. GRB Software provides professional retirement estimate reports, service computation date reports, average salary reports, deposit/redeposit reports, and many more. Reports displayed on screen look identical when they are printed on paper. The reports add generous amounts of room for comments by the HR personnel. Reports are available to be printed to any print ready device such as local printers, network printers, and even fax machines. Reports can be also saved as PDF files which can be easily be attached or embedded in email messages to employees. GRB Assist allows online training / support classes for VISN 3 HR users. Additionally, HR employees are allowed to automate the computation of Annual and Sick leave in days and automate the percentage of the annuity based on the three high average salaries. Currently it is done manually. 4. Type of Contract: This is a fixed-price service contract with four (4) Option years. 5. Place of Performance: VA NY HARBOR - VISN 2 DOWNSTATE HUMAN RESOURCE MANAGEMENT SERVICE Data storage and calculation should be performed at vendor site.
