- Notice of Intent to Sole-Source: The Mission and Installation Contracting Command (MICC) - Knox intends to award on a sole source basis a contract to Monaco Enterprises Inc., 14820 E Sprague Ave, Spokane, WA, 99216-2191 for Defense Information Assurance Certificate and Accreditation Process (DIACP)-able Update and Preventive Maintenance Service of the D-21 Emergency Management System with comprises of numerous systems that are all interconnected to provide an integrated E-911 for the Fire Department, Fort Knox, Kentucky during the period of 3 September 2018 through 2 September 2019. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued. Any response to this notice must show clear and convincing evidence that competition for this requirement would be advantageous to the Government. If no affirmative written response is received by 9 August 2018, 1:00 P.M. Eastern Time, the award will be made without further notice. Oral communications are not acceptable in response to this notice. RESPONSES ARE DUE NO LATER THAN 9 August 2018, 1:00 P.M. Eastern Time to MICC - Fort Knox, Karen E. Keys at karen.e.keys.civ@mail.mil. Responses shall include the following: 1. Company name and address 2. Statement of interest meeting all requirements listed above 3. A synopsis of the contractor's capabilities 4. CAGE code or DUNS number 5. Point of Contact name and phone number   The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the DIACP-able update and PMI visit for the Fire Department, Fort Knox, KY. Specific Tasks are as follows: D-21 DIACAP-able Update consisting of: * One visit of two technicians for ten days on site * Prepare and take updates to DIACAP-able settings required to meet new STIGs that Monaco becomes aware at the time of our visit * Reviewing Security Settings on all D21 systems * Provide any applicable software updates and Windows 7 patches * Validate the system performance after installation *. At the conclusion of the project Monaco will provide forms, system drawings, and documentation to detail the work that has been completed. Preventative Maintenance Inspection (PMI) Consisting of: 1 - Clean and verify operation of the internal and exterior components of the D-21 PCs * Ensure all cards are seated and operating properly * Check operational status of internal fans * Clean filters as applicable * Check and re-seat cables and connectors as necessary * Defragment the hard drive and clean the hard drive carrier 2- Perform printer service to include the following: * Check ink/toner level if supported in the existing model * Ensure correct drivers are installed on each D-21/EM desktop computer * Print test page from each D-21/EM desktop computer 3- Update the D-21 software to the most current site applicable version as determined by Monaco Enterprises, Inc. 4- Create a complete database backup, archive database (if determined to be necessary by on-site technician) to improve system performance, and provide backup to Fort Knox on removable media 5- Clean and visually inspect all D-21 monitors, adjusting any settings as necessary; tighten cables/connectors and label if necessary 6- Conduct extended system-wide poll from each RFM (primary and alternates), test the system's performance and assist in the correction of any deficiencies in the database 7-Check rack mounted UPS systems: If digital readout exists, note current load and battery charge percentages; perform either a self-test if applicable to the UPS model or a 15 minute load test and record results * If no digital readout exists, perform a 15 minute load test and record results 8- For all UPS systems, verify that only Fire Reporting systems are connected and report any issues to the representative of the AHJ 9- Verify network connectivity between all D-21 network computers and devices 10-Verify and test Monaco support connection to allow for continued 24-hour support from the Monaco D- 21 help desk 12- Ensure redundant D-21 database is synchronized with the primary D-21 database 13- Perform redundant server takeover test 14- Update media files if new files are available 15- Check condition of all D-21 rack equipment if installed, ensure all connections are secure and all computers and units are operating as intended; note off-normal units on customer report 16- Provide a copy of the D-21 software installation disk for archive purposes 17- Provide electronic copies of new D-21 manuals if available Visually inspect and functionally test Tone Panels, GPIOs, Network Video Monitoring, Mobile Base Stations, and Remote Station Alerting equipment (if installed); clean equipment if accessible at ground level 18- Clean the RFM(s), verify redundant RFM operation if in service 19- Visually inspect the antenna network from ground level and measure and record forward and reflected power on each RFM-X, RFM-7000, and each RFM Repeater (accessibility must be provided by the site) 20- Update the RFM firmware to the most current site applicable version if necessary 21- For Radio network connected mobiles, perform a drive test in at least one Mobile Client equipped vehicle to verify mobile connectivity to each Mobile Base Station Inspect Monaco provided DVR equipment (if installed) and ensure lines are recording normally 22- Inspect Monaco network video monitoring (NVM) systems and provide status reports for any non-functioning cameras (if installed) 23- Update D-21 Hazmat and Technical manuals, if available 24- Update the D-21 Map, if updates to the existing ESRI map files are provided within 30 days of PO/Contract award 25- Ad-hoc on-site training, per visit, on installed Monaco systems as stated above 26- At the conclusion of the visit Monaco will provide forms, system drawings and documentation to detail the work that has been completed 27- Provide operator and administrator training *- Validate the system performance after installation Contractor will provide Operator and Administrator training instructing users how to navigate the system. *The Operator and Administrator training instructs users how to navigate the system's user interface, provides instruction on interpreting the display information, and shows the user how to respond to any alarms or alert conditions. *Refresher operator training consists of up to 8 hours of training to be provided while the installation technician is on-site.
