Description
This is a Sources Sought Notice ONLY. Requests for copies of a solicitation will not receive a response. This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the NIST for conducting a follow-on acquisition. NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. NIST recognizes that proprietary components, interfaces and equipment, and clearly mark restricted or proprietary components, interfaces and equipment, and clearly mark restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. In the absence of such identification, NIST will assume to have unlimited rights to all technical data in the information paper. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. NIST is seeking information on business that are capable of providing quantity of two (2) thin film lithium niobate on insulator wafers. Summary of Requirement: The required equipment shall include but are not limited to the following minimum specifications: The Contractor shall provide two (2) thin film lithium niobate on insulator wafers that meet the following minimum specifications: 1.Both wafers must be of 3-inch diameter only, i.e., 3-inch diameter thin film lithium niobate on a 3-inch diameter silicon dioxide layer on a 3-inch diameter silicon substrate. 2.The wafer flats of the lithium niobate layers and the substrates must be aligned on both wafers. 3.The thin film lithium niobate layer on each wafer must be 400 nm thick and be X-cut oriented. 4.One of the two wafers must have a thin film lithium niobate layer that is doped with magnesium oxide. The doping level of the magnesium oxide must be 5 %. The other wafer must have a thin film lithium niobate layer that is undoped. 5.The silicon dioxide layer thickness for both wafers must be greater than or equal to 2000 nm. 6.The thin film lithium niobate layer in both wafers must be optically transparent from wavelengths of 350 nm to at least 4500 nm. 7.The RMS surface roughness of the thin film lithium niobate layer in both wafers must be within 0.5 nm across the entire wafer except for a < 3 mm zone all around the edge of the wafer. 8.The number of surface defects and voids must number less than 10 over the entirety of each wafer, except for a < 3 mm zone all around the edge of each wafer. 9.In-plane optical absorption of < 5 dB/m for light propagating in and confined to the lithium niobate thin film in each wafer. 10.The ordinary (no) and extraordinary (ne) refractive indices of the thin film of lithium niobate must not numerically deviate from the following by more than 0.1 %: no=2.283 ne=2.205 at 633nm, no=2.219 ne=2.155 at 1300nm, and no=2.210 ne=2.146 at 1550nm. 11.No metal contamination must be present on the upper or lower surfaces, or in the volume of the thin film of lithium niobate in each wafer. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the size standard of 1,250 employees associated with the applicable NAICS code, 334413 - Semiconductor and Related Device manufacturing. Please include company's size classification and socio-economic status in any response to this notice. Interested parties shall describe the capabilities of their organization as it relates to the requirements described herein. Businesses able to provide such services are requested to email a detailed response describing their capabilities to tracy.bisson@nist.gov no later than the response date for this source sought notice. The report should include any information relevant to the organization's abilities to meet the requirements detailed in Summary of Requirements. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of company/companies that are authorized provide product, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Number of days, after receipt of order that is typical for delivery of product. 4. Indication of whether the product is currently on one or more GSA Federal Supply Schedule contracts or any other government-wide contracts. If so, please provide the applicable contract number(s). 5. Indication of whether the product proposed is a commercial item currently offered in the market place. 6. Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. 7. Any other relevant information that is not listed above which the Government should consider in developing its minimum performance requirements. Responses are limited to a total of twelve (12) pages in MS Word or PDF format. NIST invites all interested small businesses to submit any questions or comments regarding the Draft SOW requirements via email to tracy.bisson@nist.gov within 2 calendar days of the posting of this notice. NIST intends to then post an amendment providing responses to any questions received. Official responses to the Sources Sought Notice shall be submitted by August 13, 2018 at 11:59 pm EST.
