- SF18 REQUEST FOR QUOTE This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice. Synopsis/Solicitation N00178-18-Q-0203 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure Tektronix manufacturer products described on the attached SF18, Request For Quote. These brand name products are an essential part of the department's requirement for various programs. The requested material will work with exiting equipment used for testing. The analyzers must be compatible in all aspects (form, fit and function) with existing systems presently installed. Selection of an alternate brand would cause the Government to incur additional time estimated at 160 Direct Productive Person Hours (DPPH) developing new software to support other brand name products test automation software which is used to reduce test time and improve measurement accuracy. In addition to the 160 DPPH, personnel would need to learn to configure, secure, test and troubleshoot any problems with any other brand name products prior to purchasing the components which will ultimately lead to major delays in testing. The costs, estimated at $156,236.80 and delays, would not likely be recouped through full and open competition. Substitution of another part would require additional flight certifications and would create unacceptable delays. Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Quote is due 16 August 2018, no later than 11:00 a.m. EST.
