Description The National Cancer Institute (NCI), Cancer Center Research (CCR), Laboratory of Tumor Immunology and Biology (LTIB) plans to procure on a sole source basis one (1) year plus four (4) option years of equipment maintenance service for a BD LSR-Fortessa cell analyzer and High-throughput Imaging System (HIS) composed of: 1) BD Biosciences LSR-Fortessa S/N H64717700171, 2) BD High Throughput Sampler S/N U3386590754, and 3) BD UV Lasers 11173, 11174, 11175, 11176, 11177; Flow System N3492774982 provided by Becton, Dickinson and Company at 1 Becton Drive, Franklin Lakes, NJ 07417-1880. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1 (b)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System (NAICS) code is 811219 and the business size standard is $19.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall consist of a twelve (12) month base period, plus four (4) twelve-month (12) option periods as follows: Base Period: August 28, 2018 to August 27, 2019 Option Period 1: August 28, 2019 to August 27, 2020 Option Period 2: August 28, 2020 to August 27, 2021 Option Period 3: August 28, 2021 to August 27, 2022 Option Period 4: August 28, 2022 to August 27, 2023 It has been determined that there is no opportunity to acquire green products or services under this contract. The Laboratory of Tumor Immunology and Biology (LTIB) is a large translational research program with the goal of designing, developing, and delivering innovative immunotherapies for various types of human cancers. The laboratory analyzes patient samples pre and post vaccination to monitor specific immune responses (such as Treg, NK, antigen specific CTL, and NKT). The instrument plays a crucial part in the ongoing research effort at the Laboratory to design and evaluate different forms of cancer vaccines. This instrument is highly sophisticated in that it is capable of measuring numerous immune readouts utilizing different assay platforms. All maintenance services shall be performed on-site in accordance with the manufacturer's standard commercial maintenance practices. This system is incorporated with 6 UV lasers. The Contractor shall provide the following: 1. SCOPE: The Contractor shall provide all labor, material and equipment necessary to maintain and provide preventive maintenance for Government-owned BD LSR-Fortessa s/n H64717700171, High Throughout Sampler S/N U33865907054, Flow System s/N N3492774982; UV lasers, 11176, 11175, 11177, 11174,11173). The NCI laboratory analyzes patient samples pre and post vaccination to monitor specific immune responses (such as Treg, NK, antigen specific CTL, and NKT). The instrument plays a crucial part in the ongoing research effort at the laboratory to design and evaluate different forms of cancer vaccines. This instrument is highly sophisticated in that it is capable of measuring numerous immune readouts utilizing different assay platforms. All maintenance services shall be performed on-site in accordance with the manufacturer's standard commercial maintenance practices. 2. PREVENTIVE MAINTENANCE: The Contractor shall perform two (2) preventive maintenance inspections (PMI) during the contract period on each listed piece of equipment. Technically qualified factory-trained personnel shall perform the PMI Service. Service shall consist of a thorough cleaning, calibration, adjusting, inspection, lubrication and testing of all equipment in accordance with the manufacturer's latest established service procedures. All equipment shall be operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to assure optimum and efficient performance. 3. EMERGENCY SERVICE: On-site, emergency repair service visit shall be provided during the term of this contract at no additional cost to the government. Emergency service shall be provided during normal working hours, Monday through Friday excluding Federal Holidays. Upon receipt of notice that any part of the equipment is not functioning properly the Contractor shall provide an initial response within one (1) hour.. And a qualified factory-trained service representative to inspect the equipment and perform all repairs and adjustments necessary to restore the equipment to normal and efficient operating condition within four (4) business hours. Emergency service calls shall not replace the necessity for planned preventative maintenance. All labor and travel will be included. 4. REPLACEMENT PARTS: The Contractor shall furnish all required replacement parts at no additional cost to the Government, with the exception of consumables. Parts shall be new to original equipment specifications. Parts will be delivered the earliest next day. 5. SOFTWARE UPDATES/SERVICE: The Contractor shall provide Software Service and updates in accordance with the manufacturer's latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems, at no additional cost to the Government. The Contractor shall receive advance approval for the installation of all software updates and revisions from the Government. Defective software shall be replaced at no additional cost to the government. The Contractor shall provide unlimited clinical technical telephone support (24hrs/day, 7 days/week) for trouble-shooting for the instrument and clinical application support (M-F 8am-9pm), excluding Federal holidays. 6. SERVICE EXCLUSIONS: The Contractor shall not be responsible for any repairs necessitated by abuse, neglect, vandalism, Acts of God, fire or water. These repairs shall be the subject of a separate purchase order and shall not be performed under this contract. 7. PERSONNEL QUALIFICATIONS: Technically qualified factory-trained personnel shall perform service to BD LSR-Fortessa s/n H64717700171, High Throughout Sampler S/N U33865907054Flow System s/N N3492774982, UV lasers, 11176,11175,11177,11174,11173 as covered by this contract. All primary service personnel shall have at least one backup support person with at least the same level of expertise on the equipment covered by this contract. 8. PLACE OF PERFORMANCE: Service shall be performed at the following location: National Institutes of Health National Cancer Institute 9000 Rockville Pike Bethesda, MD 20892 Point of Contact (POC): TBD 9. PAYMENT: Payment shall be made quarterly in arrears after completion of the inspection and at the end of the contract period and submission of invoice to the address shown in Block 21 of this order. 10. AWARD: Award will be made in the aggregate. 11. INSPECTION AND ACCEPTANCE CRITERIA: Pursuant to FAR clause 52.212-4, all work described in the SOW to be delivered under this contract is subject to final inspection and acceptance by an authorized representative of the Government. The authorized representative of the Government is the Contracting Officer's Representative (COR), who is responsible for inspection and acceptance of all services, materials, or supplies to be provided by the Contractor. This is not a solicitation for competitive quotations. However, if any interested parties, especially small businesses, believe they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. A copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00AM EST on August 15, 2018. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
