- Description
- Notice of Intent to Sole Source The Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed price purchase order to ViAcoustics. This acquisition is for a the purchase of modifications and updates to the Audiometric Research Tool (ART) software used for hearing testing in the National Health and Nutrition Examination Survey (NHANES), to include (1) reducing the configuration file burden by creating transducer and test protocol data files that contain the unique transducer settings and test setup parameters and integrating the selection of configuration files into ART; (2) developing a Words-In-Noise test module for the ART software; and (3) making minor software changes as requested based on feedback from field staff. Purchase of this particular model from the specified vendor will allow continuation of software applications. The Audiometric Research Tool software application around which this project is based was originally developed by ViAcoustics for NIOSH. Using a similar system for field data collection makes it much easier for NIOSH researchers to monitor, maintain, and troubleshoot issues as they arise. Now that ART has been implemented in NHANES, it is more cost-effective to build additional software requirements into that software. This system is the only one that meets all of these requirements. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (Simplified Acquisition Procedures (SAP)) and 10 U.S.C. 2304(c) (1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist Cynthia Y. Mitchell at cmitchell@cdc.gov by 10:00 am on August 13, 2018.
