- Description SPECIAL NOTICE-W912GB-18-X-0120 : This Special Notice and Industry Day is being conducted pursuant to FAR Part 10, Market Research; a solicitation is not available at this time. This posting is for information gathering and planning purposes only, and in no way restricts the Government's final acquisition strategy. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice or attending the industry day. PURPOSE The U.S. Army Corps of Engineers (USACE) Europe District, in conjunction with the Israeli Ministry of Defense (MoD) intend to hold a Fact Gathering Industry Day to discuss potential construction/real estate development projects with partial private financing in Israel (Build/Maintain). NON-STANDARD PAYMENT METHOD There will be periodic payments based on chronological and construction milestones but payment will not be the traditional progress payments prescribed in FAR clause 52-232-5 Payments are expected to lag somewhat behind construction progress. The full cost of construction will not be recovered until approximately 9 months after completion of construction and turnover of the facilities for occupancy and operations. Construction duration is estimated at 3.5 years. Contractor will also be responsible for two years of engineering maintenance and warranty of the facilities for a total contract period of 5.5 years. The contractor should anticipate partially financing the work up to the 4.75 year point of the contract. USACE would like to receive feedback from the Construction and Surety Community on the following questions: 1. What experience do you have with contracts using modified payment schedules (private or federal)? 2. What experience have you had with privately financed or partially privately financed public projects, such as Build Operate Maintain or Build to Lease projects. 3. What risks do you see with this plan? 4. Would Sureties/Bonding Companies have concern(s) providing bonding on a contract structured like this? If so, what concern(s)? 5. What additional fee would a developer, Surety/Bonding Company place on their rates to a Construction firm for a project with a payment plan similar to the one described. 6. Have you had experience with contracts where you partially financed the construction, if so how much was financed and for how long? 7. How would you go about obtaining the financing? 8. How would the funding stream impact your phasing of construction? 9. What do you estimate as the cost of financing? 10. Would you be interested in a project where you would have to partially finance the construction? 11. What advice do you have for us in taking on this mission? SCOPE OF WORK Site 933 - Built-up area of approximately 39,000 square meters with 7,500 square meters of renovation and 12,000 square meters of demolition with a fenced area of 56.5 acres. Magnitude of project: $100,000,000 to $150,000,000 Site 84 - Built-up area of approximately 42,700 square meters (site 84), fenced area of 80.3 acres and shooting rage area of 110.5 acres. Project includes 12 barracks, offices, shooting ranges and training facilities in a total building area of approximately 50,000 square meters. Magnitude of project: $100,000,000 to $150,000,000 The scope includes architectural finishing work (interior walls, floors, doors, etc.); mechanical work (generators, UPS, HVAC, crane), electrical, fire protection (fire detection systems, firefighting systems), waterproofing and building management system. Construction to include access control points, perimeter security fencing, all site utilities, energy centers, paving (roads and parking), office buildings, dinning and cooking facilities, indoor and outdoor physical training facilities, shooting simulators, auditoriums, class rooms, staff offices, barracks, shower and locker room facilities, communication antenna, vehicle maintenance facility, vehicle fueling facility, secured ammunition bunkers, weapons cleaning area and outdoor firing ranges. Typical exterior construction of concrete walls, floors and ceilings. Some structures may include steel framing with insulated panel cladding and/or precast panel walls. Typical inner walls will be covered in gypsum panels with internal insolation. Concrete masonry shall be used in wet areas. All buildings shall include major systems such as: HVAC, electricity distribution and communication, UPS systems, water and sewage etc. The projects also includes site-development (sidewalks and water culverts), parking, fences and roads. DATE/TIME/LOCATION/REGISTRATION The Industry Day will be held on Wednesday, 22 August 2018 at 26 Federal Plaza, New York City, N.Y. 10728. Building entrance will be on Duane St - East Entrance. All attendees should have two forms of photo identification for entrance to the building. Attendees are advised to allow extra time for admission as this is a federal facility with security. This is a no cost event. Participants are encouraged to provide comments during the registration process.
