- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. AG-63VY-S-18-0004 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The NAICS code applicable to this acquisition is 334516. For a small company to qualify as a small business, the small business standard is 500 employees or less. The USDA, ARS, MWA, SWMU, St Paul, MN has a requirement for an gas chromatography (GC) autosampler. End-User requires vendor to provide: Specifications for the device: The Soil and Water Management Unit of the USDA-ARS in St. Paul, MN is requiring a three in one gas chromatography (GC) autosampler, that combines the functions of an autosampler for liquid, static headspace and solid phase microextraction (SPME) in a single tower unit and utilizing both injection ports on the HP 5890 and 6890 Agilent gas chromatography systems without autosampler movement or replacement. The autosampler also should be able to rotate freely for inlet liner maintenance. The sample rack must be positioned away from the GC oven to prevent exposure to high temperatures during oven cooling, which could cause degradation or condensation in the sample vials. The autosampler must be able to handle liquid, gas phase as well as solid phase microextraction (SPME) injections. The sampler must also be capable of injecting multiple internal standards, multi-phase injections (i.e. liquid and gas without reconfiguration), priority injections, hot & cold needle injections, and nanoliter injection volumes. Autosampler parameters should be user changeable to allow for method optimization. Variable needle depths allow for samples to be taken from anywhere within the vial, thus allowing for in-vial solvent extraction techniques directly from one vial (e.g. being able to sample the organic or liquid phase separately). In the headspace mode, the autosampler must be capable of adjustable sample volumes without sample loop changes in steps of 0.01 mL and equilibrium temperatures of 40-150 C, as well as in vial mixing (up to 15 times the syringe volume). In the SPME mode, the autosampler must support chemical derivatization both pre- and post-extraction. The SPME sampling is to be carried out in a heated and shaken oven: with reduced sample agitation during SPME exposure to minimize mechanical stress on the fiber. The autosampler must be able to support post-extraction fiber washing in a solvent by automated immersion with the potential of 6 different solvents, as well as the post-desorption thermal fiber cleaning in a cleaning station (50-300 C). Destination), technical and price are equally important. Award will be made based on overall BEST VALUE to the Government. EVALUATION & AWARD FACTORS - The contract resulting from this solicitation will be awarded to the responsible party whose offer, conforming to the solicitation, is determined most advantageous to the government, cost, and other factors considered. Each Quote shall respond to each of the evaluation factors identified below. With the exception of past performance, a technical evaluation will be performed on each quote based solely on the information furnished and not on previous knowledge or associations. The evaluation factors are as follows: (1) Technical Evaluation Factors: A) All quotes will be rated against the technical capability of the item offered to meet the Government requirement.
