Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole-source basis with LeanKit Inc. under the authority of 41 US 3304(a)(1) for LeanKit software (i.e. one-year base period with two one-year option periods). Background Information and Basis for Sole Source The NIST Engineering Laboratory (EL) relies on Kanban style planning/management processes for all programmatic planning in the Laboratory, both for Scientific and Technical Research Services ($89M annually) and for other agency funds ($10M annually). Kanban is a visual system for managing work as it moves through a process. The goal of Kanban is to provide a construct that enables efficient understanding of the processes modeled and enhancements to cost-effectiveness and control. Implementation of this planning/ management process requires a system that is capable of accurately and robustly modeling the business process so that it is supports and is beneficial to the operation of the Laboratory and does not drive the operation of the Laboratory to a predefined model that does not fit. To fulfill its mission, EL subscribes to a software tool developed by LeanKit. The LeanKit software provides a detailed, visual model of a Kanban process that completely captures the Engineering Laboratory business model. If NIST were to deviate to an alternate platform, it would be in jeopardy of losing a mass amount of data. General The North American Classification System (NAICS) code for this acquisition is 511210 - Software Publishers. The small business size standard is $38.5M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 3:00 p.m. Eastern Time on August 15, 2018 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Adam Powell at adam.powell@nist.gov. All responses to this notice of intent must be submitted so that they are received at adam.powell@nist.gov no later than the aforementioned due date.
