Description

The National Cemetery Administration (NCA) is soliciting offers under Request for Quote (RFQ) Number 36C78618Q9602 for the replacement of a defective Programmable Logic Controller (PLC) for the irrigation system of the Florida National Cemetery. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The NAICS Code is 334515; Size Standard is 750 Employees. Offers received from concerns that are not SDVOSBs shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages (VIP) at https://www.vip.vetbiz.gov prior to the due date for proposals. (See Provision 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) PRE-BID SITE VISIT: Potential offerors are urged and expected to inspect and investigate the performance site by observation. Offerors are also urged to submit Requests for Information (RFI) and responses through the Contracting Office to satisfy their understanding of the work to be completed as well as all general, local, and technical conditions that may affect the cost and feasibility of the proposal. In no event shall failure to inspect the site constitute grounds for a claim after award. SITE VISITS shall be conducted between: DATES: August 07, 2018 to August 09, 2018 TIMES: Between the hours of 9:00 a.m. until 2:00 p.m. (EST) ONLY LOCATION: Florida National Cemetery, 6502 SW 102nd Ave, Bushnell, FL 33513. IMPORTANT: ALL INTERESTED BIDDERS/QUOTERS MUST CONTACT MR. RODERICK THOMAS (PHONE NUMBER: 352-793-7300, EMAIL: RODERICK.THOMAS@VA.GOV) OR MR. ROBERT PIZARRO (PHONE NUMBER: 352-793-8962, EMAIL: ROBERT.PIZARRO2@VA.GOV) TO SET UP A SITE VISIT APPOINTMENT DURING THE AFOREMENTIONED SITE-VISIT DATES LISTED ABOVE. AN APPOINTMENT MUST BE MADE IN ADVANCE PRIOR TO ARRIVING AT THE CEMETERY. NOTE Potential Bidders/Quoters will not be allowed to conduct unscheduled site visits/tours before or after the designated solicitation site-visit timeframes for the duration of the pre-solicitation, solicitation, and pre-award phases through contract award. The Government intends to award a single, Firm-Fixed Price Contract in accordance with FAR Part 16.202-2 to the offeror whose quote/proposal represents the Best Value to the Government considering price/cost and other non-price/cost factors. A comparative analysis of quotes/proposals shall be conducted in accordance with FAR Subpart 13.106-2, evaluation of quotation or offers. The total price of quote/proposal shall include all labor, travel expenses (if any), materials, overhead profit, insurance, and all other expenses necessary to deliver and install the required items. No additional sums will be payable on account of any escalations in the cost of materials, equipment, or labor, or because of the Contractor s failure to properly estimate or accurately predict the cost or difficulty of achieving the results required by this contract. Responses to the solicitation are due by 4:00 p.m. EST on or about August 17, 2018. The question and answering period commences on August 02, 2018 and concludes on August 13, 2018 by 4:00 p.m. EST.
