Description
The 409th CSB/Theater Contracting Center intends to award a sole source contract to USAREUR Registry of Motor Vehicles for non-personal service database capabilities using other than full and open competition pursuant to 10 U.S.C. 2304(c)(1) and as implemented by the Federal Acquisition Regulation 6.302-1. The database (containing Personally Identifiable Information (PII)) will be used to manage and control vehicle inspections; registration of vehicles; privately owned weapons; vehicle insurance and import and export of privately owned vehicles for all U.S. Forces personnel in Germany. The database will also be required to manage and control the issuance of AAFES Fuel cards to U.S. Forces with NATO SOFA status via the AAFES Fuel Card program. The automated system must be used to store, retrieve and process vehicle, automative insurance, and weapons registration data, which are owned by U.S. Forces personnel. The information system is required by German Law and the NATO SOFA agreement, and is an investigative tool used by Commanders, USACIDC, Army, Air Force, German and Italian law enforcement authorities. This is a new contract action to provided continued services currently provided under contract # W564KV-13-P-0102. The performance period of the contract shall be from 01 October 2018 to 30 September 2019 plus four one-year option periods. This notice is not a Reguest for Competitive Proposals.
