- Solicitation Detailed instructions to contractors Describes a complete list of items for this requirement 1. This is a solicitation for commercial items prepared in accordance with (IAW) Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be issued. 2. This Request for Quotes is issued pursuant to FAR 13.5 which authorizes the use of simplified procedures for the subject acquisition. The Army Contracting Command - Rock Island (ACC-RI) hereby requests proposed pricing for Police Vehicle Equipment to be installed on four (4) 2017 Ford Explorer Interceptor Models; list of items can be found at Attachment 0001, List of Required Police Vehicle Equipment; Specific instructions to contractors is provided in Attachment 0002, Equipment Specifications. This requirement supports the United States Army Surface Deployment and Distribution Command (SDDC) 596th Transportation Brigade. 3. Place of Performance. The Contractor shall deliver and install required items to: Military Ocean Terminal Concord, 410 Norman Ave., Concord, CA 94520. It is the Government's intent to award one single Firm Fixed Price type contract. The Government reserves the right to award no contract at all, depending on the quality of responses, prices submitted, and the availability of funds. 5. Offerors shall submit proposed prices in the cells in column "C" highlighted in YELLOW of Attachment 0001. Also, please pay close attention to special instructions provided in Attachment 0002. Failure to provide pricing for all required items is unacceptable and may render the Offeror ineligible for award. COMPETITION & EVALUATION 6. Quotes received will be evaluated based on Lowest Price Technically Acceptable basis. 7. The Government intends to award without exchanges with Offerors. However, the Government reserves the right to conduct exchanges, if necessary. The Government anticipates receiving competitive proposals and using competition to determine price reasonableness. However, the Government reserves the right to request data other than certified cost or pricing data, after receipt of proposals, to determine price reasonableness if competition is not adequate. ADDITIONAL GUIDANCE 8. FOB is destination. Contractor is to ensure that the shipping method allows the ability for the Government to track items to the final destination. Delivery shall be made to the following address no later than 60 days after the date of the award. Invoicing instructions shall be provided at the time of award. 10. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1 - Instructions to Offerors All quotes shall include the following minimum information: CAGE Code, Duns Number, Taxpayer I.D. No., Payment Terms, and/or Discount Terms, Offerors Reps and Certs, Point of Contact, Phone, Fax, Email and Proposed Delivery Schedule. IAW FAR 52.204-7and DFARS 252.204-7004 Alt A, prospective vendors must be registered in the SAM database prior to contract award. Lack of SAM registration shall be a determining factor for contract award. Prospective vendors should visit the SAM website at https://www.sam.gov to register. FAR 52.212-2 - Evaluation - Commercial Items FAR 52.212-3 - Offeror Representations and Certifications - Commercial Items An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at https://www.sam.gov. FAR 52.212-4 - Terms and Condition - Commercial applies to this acquisition FAR 52.212-5 (Deviation) - Contract Terms and Conditions Required to Implement Statutes or Executive Orders DFARS 252.232-7006 Wide Area Work-Flow Payment Instructions. 11. Please note the U.S. Government will answer questions from industry via Amendment(s) to this notice. All questions shall be submitted electronically to Mr. Jorge Chavez-Rey at Jorge.r.chavez-rey.civ@mail.mil, and Mr. David DeAnda at david.d.deanda2.civ@mail.mil. 12. The solicitation closing date and time is 17 August 2018 at 1600 Central Time. Responses to this solicitation shall be submitted electronically only to Mr. Jorge Chavez-Rey at Jorge.r.chavez-rey.civ@mail.mil, and Mr. David DeAnda at David.d.deanda2.civ@mail.mil. Late proposals may be rejected.
