- Performance Work Statement Medicom Equipment Connectivity 01 May 2018 Southern Arizona Veterans Health Center (SAVAHCS) Introduction: This requirement is for an interconnection between SAVAHCS and Medicom's Imagex network and the associated Medical Imaging providers based in Tucson. Background: As a result of the Veteran's Choice act, many imaging studies are being performed in the private sector and retrieving those outside imaging studies currently requires acquisition of CDs and DVDs. Shipping and couriering physical media creates a bottleneck in the continuity of care. There has also been a delay in archiving the images, delivered to the ordering provider by the patient who diligently obtains the requested images from the outside provider on a disk. By using the unique peer-to-peer secure network technology provided by Medicom, the Tucson VA would be able to, in effect, retrieve the requested images from our community providers electronically, saving the time and cost of using courier services to transport the disks to the Radiology File Room. Effectively, the community providers would coordinate with our Radiology File Room staff, upload the images for the study to the secure Medicom Server for a one-time download to our systems, which will be initiated by our File Room staff, and then can then be imported into our VistA Imaging Archives. Required Services: The network services must neatly integrate with the Importer III software, currently in use. The Radiology File Room staff currently uses the software to import the images from the disks received by the Government. The current Importer III allows the user to select either a disk or a directory on the computer containing DICOM images. The acquired network services must ensure the Government can maintain the collection of images from outside locations, and must also ensure the Government can continue to save these images to a workstation running standard Anti-Virus software. This network connection would be initiated by our File Room staff, meaning files would not be pushed to our systems without VA staff intervention. The required network service must neatly integrate with the currently used Importer III software. Radiology File Room staff uses the Importer III software to import images from the disks received by the Government. The Importer III allows personnel to select either a disk, or a directory on the computer containing DICOM images. The Government seeks to acquire network services that will allow Government personnel to collect these images from an outside imaging locations, and save them to VA workstations. Currently the VA workstations are running a standard Anti-Virus package. The acquired network connection shall be initiated by Government to ensure no files are pushed onto the Government systems without prior VA intervention. The acquired network connection will directly increase the workflow for importing Radiology exams into VistA Imaging. The process will be as the flowing: The Veterans Affairs Film Library staff will receive a request from the SAVAHCs provider for images from the outside facility. The Film Library staff request images from the outside facility using the VistA Importer III connection with Medicom Imagex compatible software to down load the images to the HDIG. Then the Film Library uses the Vista Importer III to correct the patient MRN# and create a radiology order in Vista to down the images into Vista Imaging. A critical characteristic required of the new network, is that the acquired network connection must require no no additional software to pull or push DICOM images. The Vista Importer will be the controller software which is already installed at the SAVAHCS. There will be minimal training to the Film Library staff since they are already using the Vista Importer III software. The network connectivity speed with a least of 20mebibites/s upload and download. Currently, Medicom has established network connection with several local hospitals to includes Tucson Medical Center, Banner UMC, Northwest Medical Centers, Benson Hospital, Mt. Graham Regional Medical Center/Hospital, and Copper Queen Community Hospital. Medicom also has network connection with Radiology Service which includes Radiology Ltd., SimonMed, Arizona State Radiology, Assured Imaging, Arizona Community Physicians, and Rapid Sound. These hospitals and Radiology Service Company are used by the SAVAHCS patient for the Choices program. The acquired software from this purchase must be compatible with the Medicom network.
