- SPECS This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 8309r1221063 and this solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-95. This solicitation is Small Business Set Aside. The associated North American Industry Classification System (NAICS) code is 511210 -Software Publishers. The US International Boundary & Water Commission is requesting Lumension Annual Renewal (Base Year + 4 Option Years) as per SPECS sheet attached. Performance period will be Yearly - Base Year + 4 Option Years. Quote shall have all years requested in the same order as SPECS sheet attached. Refer to attached SPECS to include dates and places of delivery, acceptance and FOB point. The FOB Destination shall be the El Paso, TX HQ. Offer Due Date/Local Time: August 16, 2018 by 3pm MST. Q&A will be accepted by NLT August 14, 2018 by 4p via email ONLY to angelica.baca@ibwc.gov Phone calls will not be accepted. Questions received from Offerors after this date will not be responded to. The Government will award a contract resulting from this solicitation to the responsible Offeror based on Lowest Price Technically Acceptable. Quotes shall be good for 90 days. Please offer best pricing with initial discounts. DUNS number shall be included with your quote. TIN number shall be included with hour quote. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and any addenda. Offerors shall include a completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer. This may also be completed online at SAM.gov. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and any addenda.
