Description

The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Norfolk, VA 23511-3392 intends to negotiate a sole source Firm Fixed Price commercial contract for tug boat services for the USS Constitution/ Naval History and Heritage Command, Boston, MA. The procurement will be conducted in accordance with FAR Part 12- Acquisition of Commercial Items and FAR Part 13- Simplified Acquisition Procedures. Solicitation N00189-18-R-0498 will have a delivery date no later than (NLT) 22 August 2018. This procurement is sole source to: Boston Towing and Transportation, 388 Border St. Boston, MA 02128-2316. The North American Industry Classification System (NAICS) code for this acquisition is 488390- Drydocks, floating (i.e., routine repair and maintenance of ships; the size standard is $38.5 Million. This notice of intent is NOT a request for competitive quotations; however, all responsible sources may submit a quote, which shall be considered by the agency. A complete Request for Quote (RFC) package will be available for downloading at the NECO website: http://www.neco.navy.mil on or about 6 August, 2018. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the offeror is self-certifying that neither the requestor nor the principle corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contract from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during the performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 866-606-8220, or via the Internet at http://www.sam.gov/portal/public/SAM/. Please direct all questions regarding this requirement via e-mail to the POC identified in this synopsis. The NECO website has a Submit Bid button next to the solicitation number.
