- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE SUBJECT: Purchase of one Ametek electro/mechanical cryostats for high-purity germanium gamma-ray detectors SOLICITATION NUMBER: NB646050-18-03657 RESPONSE DATE: 10 days after posting DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Ametek of Oak Ridge, TN to acquire a electro/mechanical cryostat. To meet mission requirements; The National Institute of Standards and Technology's, Chemical Sciences Division, in the Material Measurement Laboratory, serves as the Nation's reference laboratory for chemical measurements and standards to enhance U.S. industry's productivity and competitiveness. The Chemical Sciences Division is responsible for development and characterization of Standard Reference Materials (SRMs) to enhance chemical measurement comparability within the U.S. and to provide a basis for measurement comparability with other nations. The Chemical Science Division uses neutron activation analysis with gamma-ray spectroscopy to value assign NIST SRMs, characterize research and industrial materials, and characterize samples provided by other US Agencies. The electro/mechanical cryostat will replace aging liquid nitrogen cryostats used to maintain gamma-ray detectors at operational temperatures. The liquid-nitrogen-free cryostat will enable long-term maintenance free measurements, reduce labor and expenses associated with maintaining the liquid nitrogen supplies and reduce hazards associated with risk in handling liquid cryogens. The NIST Material Measurement Laboratory, Chemical Sciences Division owns multiple AMETEK/ORTEC High purity germanium (HPGe) gamma-ray detectors that are modular in design and can be used with either a liquid nitrogen cryostat or an electro/mechanical cryostat. Aging NIST liquid nitrogen cryostats are in the process of being replaced with electro/mechanical cryostats to meet requirements of long-term measurements and continue the NIST mission. Compatibility with currently NIST owned ORTEC HPGe gamma-ray detectors is essential and the AMETEK/ORTEC X-Cooler Ill is manufactured for this exact detector. No other vendor sells a system that is compatible with the existing detectors. Ametek does not have any authorized resellers for the equipment. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516- Analytical Laboratory Instrument Manufacturing with a small business size standard of 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00 am EST 13 August 2018, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
