Description
Wilmington Veterans Affairs Medical Center (WVAMC) Wilmington, DE intends to issue a Request for Proposal (RFP) to award a single, firm fixed price contract for Project number 460-321, New Parking Garage. The proposed precast concrete parking garage will be constructed on the existing employee parking lot at the west side of the campus. The new garage will provide 367 parking spaces including 19 accessible spaces per the VA guidelines. The structure has been designed for a future horizontal expansion at a future time. The parking structure is designed as an open parking garage per the 2012 IBC and the VA Parking Design Manual. The proposed layout will be a two bay precast structure with two-way, 90 degree parking using a single helix circulation between levels. The parking garage floor to floor height for each level is 11 -4 with parking slopes not exceeding 5.6% per VA guidelines. An 8 -4 clearance is provided at each level for van accessible parking. Parking stalls are a minimum of 9 -0 x 18 -0. Police, Electrical and Maintenance storage rooms are located on the ground level. The primary pedestrian means of egress will be provided via a main stair/elevator tower to align with the existing pedestrian link to the main hospital. A secondary means of egress per code will be located at the back end of the garage. Both stair towers will provide for as much passive security as possible with the glass back elevators and façade glazing. Vehicular access to and from the new garage will be configured and coordinated with the new loop road under construction at the site. Two passenger elevators are proposed for pedestrian vertical transport and include stainless steel cabs with glass back for passive security. Elevator cabs include: a. Standard package type with cab interior walls of textured stainless steel. b. Cab control and hall lanterns to be vandal resistant type. c. Elevator floor to be rubber tile. d. Elevator ceiling to be stainless steel with recessed down lights. e. Elevator hoist way entrance doors and frames to be stainless steel. f. At least one elevator cab will designed to handle stretcher. g. Elevator cabs will be provided with glass back windows for visibility and increased passive security. Refer to the Project Drawings, Specifications and Description of Bid Items documents contained in the solicitation for details of the scope of work for this Contract. This requirement is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. Additionally, the Government intends to use the Best Value tradeoff process source selection approach in accordance with FAR 15.101-1. Solicitation documents, including scope of work, will be available electronically on or about August 23, 2018, at the following website: www.fbo.gov. Interested contractors shall search for solicitation 36C24418R0652 to access the solicitation documents and any amendments. OFFERORS ARE ADVISED TO CHECK THE WEBSITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS. The North American Industrial Classification code (NAICS) for this project is 236220. The small business size standard is $33,500,000.00. The PSC is Y1LZ Construction of Parking Facilities. The Project Magnitude is between $10,000,000,000 and $20,000,000,000. The contract completion time will be Three Hundred Fifty (365) Calendar Days from issuance of the Notice to Proceed. A One hundred and twenty (120) day proposal acceptance period shall be required. Bid bond, Payment and Performance bonds shall be required. A pre-proposal conference will be announced in the solicitation, and will be held at the Wilmington VA Medical Center, 1601 Kirkwood Highway, Wilmington DE 19805. The exact location and time of the pre-proposal conference will be contained in the solicitation. All potential offerors are strongly encouraged to attend the pre-proposal conference. This will serve as the perfect opportunity for contractors to fully understand the project, as there will be representative(s) from the facilities and the contracting offices in attendance. There will also be an on location site visit so all offerors in attendance can familiarize themselves with the work environment. Offerors are advised that it is your responsibility to review and monitor the www.fbo.gov website frequently to ensure you have the most up to date information, including amendments. All correspondence in reference to the pre-solicitation contents or general questions must be addressed by e-mail to the contracting officer at michael.white9@va.gov. The e-mail must include the project name and solicitation number. Also, the e-mail must contain a POC with reply e-mail, phone and fax numbers. By submission of an offer, interested firms acknowledges the requirements that a prospective awardee must be registered in the System for Award Management, (SAM), https://www.sam.gov/portal/public/SAM/ database prior to award and qualified as a small business under NAICS 236220. Lack of registration in the SAM database shall make a contractor ineligible for award. See Federal Acquisition Regulation 52.204-7. Contractors may obtain information on registration and annual confirmation requirements via the Internet at. https://www.sam.gov/portal/public/SAM/. Ensure your registration is correct, current and has not expired. To be considered for an award all prospective contractors must be in compliance with VAAR 819.7003 and be registered in the VIP database at www.vetbiz.gov on the date and time proposals are due. A financial responsibility determination will be conducted utilizing the DUN and BRADSTREET website https://www.mydnb.com/mydnb/Main.html#/DASHBOARD All prospective contractors MUST meet OSHA/EPA requirements.
