Description
Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E132, Bethesda, MD 20892, UNITED STATES. The Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Receptor Biology and Gene Expression Branch (LRBGE) plans to procure a brand name or equal Biocomp gradient station with collector, computer and UV flow cell. This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation: No. N02RC8252614-73 includes all applicable provisions and clauses in effect through FAR FAC 2005-101 (JUL 2018) simplified procedures for commercial items. The North American Industry Classification System code is 334516 and the business size standard is 1000 employees. Only one award will be made as a result of this solicitation. This will be awarded as a severable firm fixed price type contract. I. Description of Requirement The National Cancer Institute (NCI), the Cancer Center for Research (CCR), Laboratory of Receptor Biology and Gene Expression Branch (LRBGE) is requesting a Gradient Station with collector to be shared between three labs. The system is a combination of two equipment. First is the gradient forming used to prepare the fluid gradient sample. Second is the piston gradient fractionator (PGF) which separates the desired fractions from the gradient sample after centrifugation in a Government owned Beckman Coulter ultracentrifuge. After collecting the desired fractions, the software will produce a profiling of the fractions for further analysis. The LRBGE studies the localization of RNA molecules within cells, the mechanisms controlling their translation and their involvement in diseases. A standard methodology to assess mRNA translation relies on polyribosome (polysome) fractionation on sucrose density gradients. This analysis allows the direct determination of translation efficiencies either of individual mRNAs or on a genome-wide scale. In addition, this method can be used for biochemical analysis of ribosome- and polysome-associated factors. Some of the localized mRNAs that is being studied encode protein components of the translation machinery itself, i.e. ribosomal proteins. Local translation of these components could lead to formation of ribosomal subunits with distinct compositions. The planned experiments require the ability to separate ribosomal subunits on density gradients and recover thin enough slices of these gradients for biochemical characterization. Additionally, reproducibility in the formation and analysis of such gradients is critically important. The following product features/salient characteristics are required for this requirement: • Gradient maker that allows to prepare at least 6 identical gradients at once and works for tubes 9/16 x 3-1/2 in compatible with SW 41 TI rotor for Beckman Coulter Ultracentrifuge. • Gradient Fractionator for 9/16 x 3-1/2 tubes that fractionates based on distance using topdown method with a trumpet tip piston. • Fraction Collector system compatible W/O 3-way diverter valve that includes all accessories to be able to collect samples. • UV flow cell for 260nm with high resolution profiling for samples and capable to excite multiple flour (EGFP, mCherry, Alexa 488,555) and record the UV and fluorescent profiles. • The footprint of the system must fit in 3.5'Wx 30"Dx 30"H. • Must include Computer with a data collection software that works with the flow cell equipment. • Must have a minimum one (1) year manufacturer warranty • Must include training and installation • Quote must include shipping and installation cost. NCI will not be responsible for any cost not included for the quote. II. Delivery: Contractor shall deliver the item(s) within 4-5 weeks after award to: NIH/NCI Bethesda, Maryland 20892. The Contractor that receives the award will be provided with the complete mailing address and point of contact. Upon award, Contractor must notify the NCI Technical Point of Contact to schedule the delivery. III. Payment: Payment shall be made after delivery and acceptance by the Technical Point of Contact. Payment authorization requires submission and approval of invoice by the NCI COR and NIH Commercial Accounts. PROVISIONS AND CLAUSES: The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors Commercial Items (JAN 2017); 52.212-2, Evaluation Commercial Items (OCT 2014) Award will be made to the responsible firm submitting the lowest priced technically acceptable (LPTA) offer; and meeting or exceeding the acceptability standards for the requirements/technical specifications stated above. Award will be made on all or none basis. A technically acceptable offer is one in which the Offeror complies with the requirements/technical specifications stated above, and does not take exception, nor object to any of the terms contained in this request. Offers that are not technically acceptable will not be considered further. The technical evaluation will be a determination based on information furnished by the Contractor. The Government is not responsible for locating or securing any information which is not identified in the proposal. The Government reserves the right to make an award without discussions. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
