MICC Fort Benning is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. Contractors must register to use WAWF at this website and ensure an electronic business point of contact (POC) is designated in the Central Contractor Registration site at http://www.ccr.gov within ten (10) calendar days after award of this contract. Safety precautions for ammunition and explosives Award for All or None. The Government intends to award one (1) purchase order as a result of this solicitation. Offers received for less than the stated number of items listed in the solicitation will be considered ineligible for award Accuracy is meet or exceed Technical specs are exact and pass/fail The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Specification Ballistic Performance (accuracy, velocity, chamber pressure, etc.) Price For this ammunition solicitation, technical specifications and ballistic performance are each more important than vendor past performance and price. When combined, technical specifications, ballistic performance and past performance are significantly more important than price. The contractor warrants the product(s) to be free of material defects and of merchantable quality within the meaning of the Uniform Commercial Code. Material defects consist of folds, wrinkles, deep draw scratches, dents, burrs and corrosion. The external surfaces of completed cartridge shall also be free of foreign material including, but not limited to; oil, grease, dirt, debris or metal chips. Offeror further warrants that the product conforms to all applicable quality and performance standards established by the government and by the Sporting Arms and Ammunition Manufacturers Institute (SAAMI) in effect at the time of manufacture, and guarantees that the product will maintain a useful shelf life under reasonable storage conditions for a period of five (5) years from the date of purchase. Government shall conduct Quality Assurance (QA) testing of post-award production lots to ensure ammunition meets the performance parameters upon which the contract was awarded. In the event an ammunition-related failures or an ammunition-specific defect is encountered the Government reserves the right to have the entire affected lot replaced at no additional cost. After the contract is awarded, all ammunition received as part of that contract must be identical to the sample(s) approved. If after the contract is awarded, the ammunition delivered as part of that contract fails to meet any of the performance parameters, standards or specifications, or it is determined that any component(s) differ from those of the sample(s) that was previously approved, the vendor shall be responsible for the total cost of replacement of the remainder of the unfired cartridges from that lot The ammunition will be fired through weapons for the purpose of evaluating the functional reliability of submitted sample ammunition. The weapons used for the Functional Reliability Testing (FRT) shall be listed in the line item specification sheet. FRT firing will commence with an inspected, cleaned, and lubricated firearm. No more than 200 rounds may be fired in each weapon without the weapon being inspected, cleaned and lubricated. Ammunition related defects include, but are not limited to: a.Deformed case b.Inverted primer or bullet c.Inert or defective primer d.Squib load e.Inconsistent bullet seating depth f.Inconsistent powder charge g.An excessive residue build up in the weapon h.Split case i.Case not within SAAMI or government additional specifications j.Blown primer (excluding weapon induced failures) Malfunctions induced by the shooter or which are caused by a weapon failure or defect shall not constitute an "ammunition related malfunction/defect" for purposes of this evaluation. Malfunctions that have an indeterminate cause will not constitute an "ammunition related malfunction/defect" for purposes of this evaluation. Ammunition-related malfunctions can include, but are not limited to: a.Failure to feed b.Failure to chamber c.Failure to lock d.Failure to fire e.Failure to unlock f.Failure to extract g.Failure to eject h.Failure to cock
