Sources Sought / Market Research/ Soldier Feedback Session for Infantry Support Combat Vehicle Document Type: Sources Sought Notice Posting Date: 02 Aug 2018 Response Required: 17 Aug 2018 Procurement Classification Code: 23 -- Ground effects vehicles, motor vehicles, trailers & cycles Procurement Activity: Army Contracting Command - Warren CCTA-AHL-C / MS 509 6501 E. Eleven Mile Road Warren, MI 48397-5000 General Information Participation in this effort is strictly voluntary with no obligation incurred by the U.S. Government. The U.S. Government will in no way be bound to this information. This is an important opportunity for you to influence the future infantry support requirements for the U.S. Army and gain direct operator level feedback. This Soldier Feedback Session is for market research and informational planning purposes only. It does not constitute a "Request for Proposal or Invitation for Bid", nor is it to be construed as a commitment by the U.S. Government (USG). Purpose The USG is examining existing high caliber direct fire platforms to obtain Soldier level input to future requirement decisions. The USG is interested in infantry support vehicles that provide support to dismounted soldiers in offensive and defensive operations. Existing military vehicles, or a new vehicle (at TRL level 5 or above), are the expected design and integration level for this Soldier Feedback opportunity. The USG estimates 14 personnel would attend a contractor selected location for Soldier feedback. The feedback session will be limited to no more than 5 hours per contractor to include introduction/overview, static display examination, and a question and answer session. The USG seeks to conduct this Soldier feedback session in the window of 10 - 21 September 2018. Instructions for Responding to this Soldier Feedback Session The Army intends to utilize submitted responses to determine vehicles for participation in this event consistent with the available resources. Interested parties should respond with a letter (no more than 3 pages) addressing its interest in participating in a Soldier Feedback session and include the following information for USG consideration: 1.) Company Name, Mailing Address, CAGE Code, and Point of Contact with contact information 2.) Vehicle planned for the Soldier feedback and a description of its current configuration/level of integration (e.g. fully functional existing design, prototype). The USG seeks to consider existing systems and prototype level systems only, and not subsystem level. 3.) To ensure proper handling of your response, please clearly mark any proprietary information. The USG acknowledges its obligations under the Federal Acquisition Regulation 3.104-4 to protect confidential information provided to the Government (18 U.S.C. §1905). Pursuant to this statute, the USG is willing to accept any trade secrets or proprietary restrictions placed upon qualifying data forwarded in response to this survey and to protect such information from unauthorized disclosure, subject to the following: • Qualifying data must be clearly marked PROPRIETARY and be accompanied by an explanatory text so that the Government is clearly notified as to exactly what data so qualifies. • Mark only data that is truly confidential. • Do not mark data that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis. • Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: "PROPRIETARY PORTION BEGINS" and "PROPRIETARY PORTION ENDS." Disclaimer. The USG is not obligated to protect unmarked data. Nor is the Government obligated for like data in possession of third parties or for data which is afterwards placed in the public domain by the contractor or by third parties through no fault of the USG. Should the USG need to reproduce the protected data for distribution purposes between Government offices, all such data will be reproduced with restrictive legends in place. 4.)
