Description
This is a pre-solicitation and a notice of intent to award a sole source, fixed price task order to The Results Leadership Group, LLC, 11300 Rockville Pike, Suite 1001, Rockville, MD for commercial items prepared in accordance with FAR Part 8.4. It is the intent of the National Institutes of Health (NIH), National Library of Medicine (NLM) under the authority of FAR 6.302-1 to procure for the Office of Extramural Research (OER), for the Results Based Accountability (RBA) Consultation and Change Management Planning (Clear Impact Scorecard). The North American Industry Classification System Code is 541611 and the business size standard is $15 million. This is a 100% small business set-aside. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received within five days of this posting. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. The Contractor shall provide the following: Specific Tasks 1. Develop and implement OER program plans for expanded application of RBA and the web-based software Scorecard application to the strategic and dynamic management of OER and the oversight of funding of science for the NIH. • Provide Technical Assistance and facilitate team meetings for development of plan for expanded application of RBA and web-based Scorecard application for selecting performance measures and conducting TTC planning • Draft/edit TTC plans and related communications • Facilitate after action review • Phase-in provision of TA and facilitation by in-house OER RBA and web-based software application experts 2. Facilitate targeted application of RBA and the web-based software application to the implementation of results-based budgeting and comprehensive strategic management reviews for the OER • Provide technical assistance and facilitate team meetings for selecting performance measures and conducting TTC planning. • Draft/edit TTC plans and related communications 3. Apply RBA and web-based software application to improving the effectiveness and efficiency of the NIH Guide and the processes by which NIH enables IC's to generate and disseminate their funding opportunities and priorities. • Provide Technical Assistance and facilitate team meetings for selecting performance measures and conducting TTC planning • Draft/edit TTC plans and related communications • Facilitate after action review 4. Apply RBA and web-based software to improving the time to hire OER Staff. • Provide Technical Assistance and facilitate team meetings for selecting performance measures and conducting TTC planning • Draft/edit TTC plans and related communications • Facilitate after action review 5. Train/Coach pilot participants and in-house "experts." • Facilitate dedicated meetings or workshops as needed for developing and maintaining competence and leadership of in-house "experts" Coaching of "experts" throughout the period of performance of the contract SOLE SOURCE JUSTIFICATION The NIH Office of Extramural Research (OER) supports extramural research by providing policy and guidance to the 24 NIH Institutes and Centers that award grants. OER serves as a vital interface for the biomedical research community by guiding investigators through the process of attaining grants funding and helping them understand and navigate through federal policies and procedures. OER's mission is to provide the corporate framework for NIH research administration, ensuring scientific integrity, public accountability, and effective stewardship of the NIH extramural research portfolio. Through interactions with major stakeholders, OER supports the research enterprise by ensuring appropriate policies, procedures and systems for oversight are in place while, at the same time, considering the impact on our research partners. Our responsibilities span a wide breadth of support systems including developing policies and procedures and providing electronic systems for extramural staff and more than 100,000 investigators worldwide. For many of these activities we provide support to other agency partners as well. OER has implemented RBA through the Results Leadership Group (RLG) who is the developer of the Clear Impact Scorecard to keep with the HHS initiative Re-Imagine HHS, which encourages innovative ways to improve performance as efficiently as possible. Throughout the past year, OER has implemented the Clear Impact Scorecard to track TTC initiatives. This is a follow-on to contract HHSN276201600112U, under which, an interactive web-based software application called Clear Impact Scorecard was implemented. The Clear Impact Scorecard is a sole proprietor software developed by RLG. This tool is the only one of its kind and offered as the primary product/service. Currently, OER is in process of refining performance measures using the Scorecard software to implement the concept of RBA across the OER offices. This is not a Request for Quotation (RFQ), nor is a RFQ available; however, all responsive sources may submit a capability statement in a timely manner which will be considered by NLM. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms interested in responding to this notice must be able to provide the referenced service as specified above.
