Description
This is a COMBINED SYNOPSIS/SOLICITATION NOTICE for Low Resident Hospital Beds Responses to this Combined Synopsis/Solicitation must be in writing and submitted on the attached Request for Quotation. This acquisition implements a 100% set aside for Service Disabled Veteran Owned Small Businesses (SDVOSBs). The NAICS Code is 337124; size standard is 750 employees. Responses to this notice shall include the following: (a) company name    b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code   (g) Tax ID Number (h) and must    provide a capability statement that addresses the organizations qualifications and ability  to perform as a contractor and provide the commodities described within the Request For Quotation.       Low Resident Hospital Beds See System Requirements below.   The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this Combined Synopsis/Solicitation. This notice shall not be construed as a commitment by the Government to award a contract, nor does it restrict the Government to a particular acquisition approach. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Small Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.  Requests for information and resultant responses shall be submitted directly to the contracting officer, Paul Speedling at Paul.Speedling@va.gov. NO TELEPHONE CALLS WILL BE ACCEPTED. All submissions should be received no later than 5:00 pm EST on August 10, 2018. SYSTEM REQUIREMENTS: All new community living center beds must meet the following minimum requirements: Standard Very Low Bed System Requirements Can safely accommodate a patient of 500 lbs or more. Expandable from 36 to 39 to 42 Deck Width High height of 31 to low height of 7.75 or less inches from the floor Ability to extend to 80" long Bed can transport a patient in any high or low position. Retractable Deck Technology- movement of seat deck during HOB elevation to keep resident's head fully aligned during elevation and reduces sliding during HOB elevation to minimize opportunity for skin shearing Low Position Auto-Pause- automatically stops lowering when deck reaches 12.5" (wheelchair height with mattress) from the floor and lowering can be resumed via foot-end (staff) control only Dual position, dual-intensity under bed LED lighting- standard on both left and right with adjustable brightness options 9 Button Backlit pendant with standard side to side adaptability Vascular Foot Ratchet to elevate foot deck Advanced Clinical Positioning Comfort Chair with maximum head/back deck angle of 70 degrees. Trendelenburg to a maximum angle of 16 degrees Reverse Trendelenburg to a maximum angle of 14 degrees Auto Contour Positioning to simultaneously adjust the knee and head decks All moving components of the bed including deck joints motor clevis joints, casters etc. are to be self-lubricating and maintenance free Ability to transport with transport dollies- for easy bed passage through halls and doorways as well as full access to under-bed components Tool less Head End Side Rails with quick release mechanism to aid in safe patient transfers Meets IEC 60601-2-52 3rd edition standards for electrically operated medical beds 360 degree mobility with directional lockout on head deck wheel assemblies Single step foot end locking mechanism, red pedal to engage lock, green pedal to release lock. Anti-microbial agent polyester powder coating   Ingress Protection Rating IP66 for Electrical Components Easily identifiable (color coded) connections for actuators and control box 3 Non marking casters with precision ball bearing 5 Year Warranty on Electrical/Mechanical components, 15 Years for Frame and for all Welds Foot & Head Boards must be constructed of low pressure laminate wit T molded edge Must be able to attach to a dolly for easy transport around the facility Bed has a bumper behind the bed to protect the wall from damage
