- NOTICE OF THE INTENT TO SOLE SOURCE TO “ S&P Global, Inc.; 2 Penn Plz Floor 25, New York NY 10121 Posted Date: August 2, 2018 at 12:00 PM (MST) Procurement Office: The U.S. Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) Response Due Date: August 17th, 2018 by 3:00 PM (MST) NOTICE OF INTENT TO SOLE SOURCE SYNOPSIS: The U.S. Department of Interior, Interior Business Center (IBC), Acquisition Services Directorate (AQD) intends to award a sole source contract to S&P Global, Inc for oil and gas subscription data. This contract will provide the following services to the Federal Government: Market models detailing natural gas and natural gas liquids production, processing, fractionation, and the associated facility information and pipeline flows in the GOM, Midcontinent, Southwestern, and Rockies regions Aggregate market data segregated by processing plant and fractionators and broken down components in the processing plant life cycle Aggregate market data segregated by state and basin An online data portal which allows ONRR to access and download data, reports, and market models Periodic emails of data and reports A periodic publication analyzing the NGL markets, production trends, and their relationship to pipeline constraints, demand, and storage levels with forecasts of regional market factors Phone and email access to consulting/analytical staff Client based pricing structure for white papers and studies prepared by the contractor NGL data set that contains facilities information and individual state reports (in excel and pdf) Facilities data must include capacity, location, development and recent news data on processing plants, fractionation facilities, NGL Pipelines, dehydrogenation, and steam cracker expansions State data must include volumes for Plant inlet, NGL production, Field Fuel, Plant Fuel, Shrinkage, Injection/storage, Vented, Flared, and Non Hydrocarbon loss information by processing plant. Additional data required includes, NGL volumes by product by processing plant and detail of inlet gas sources and outlet residue use, DOI/IBC/AQD will procure the following products in support of the subscription: NGL Databank, NGL Facilities Databank, and Bentek ™s NGL Market Monitor Package. The proposed procurement is for services/products for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a). The North American Industry Classification System code (NAICS) for this requirement is 519130. All responsible sources that feel they should be considered qualified to provide the abovementioned services/products may submit a response to this notice (by the response due date shown above) to Anthony_Jasper@ibc.doi.gov. The information provided shall include detailed (and relevant) documentation to allow the government to perform adequate market research and make a proper determination. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
