- The U.S. Bureau of Reclamation (BOR), Upper Colorado Region (UCR) has a requirement for three new valves shafts to be refabricated for the Elephant Butte Field Division. This requirement will be procured in accordance with Federal Acquisition Regulations (FAR) Part 12- Acquisition of Commercial Items in conjunction with Part 13- Simplified Acquisition, as a 100% small business set aside. The BOR intends to issue a competitive solicitation for this requirement. SOLICITATION RELEASE DATE: The release date for the formal solicitation number 140R4018Q0089 is anticipated for early August of 2018. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, all potential offeror's responsibility to monitor the FBO website for any amendments, updates, responses to questions and answers. PROJECT DESCRIPTION: The Contractor shall provide all material, equipment, labor, and expertise needed to machine three new balanced valve shafts. The BOR will be responsible to remove the old valves shafts and install the new ones upon completion. An approximate specification drawing will be provided with the solicitation for machining use, however, because each valve shaft has the potential to be slightly different from the drawing, final specifications will come from the original valve shaft, prior to beginning the work. The contractor shall use the original valve shaft to duplicate the thread and features of the original shaft to the new shaft. In order to do this, fabrication of the new shafts shall be done one at a time. Each valve must be broken down and the original shaft removed; the contractor shall be responsible to pick up the original shaft to replicate its replacement, and to deliver the new valve shaft to EBFD after its fabrication, until all three have been completed. The contractor shall provide as built drawings for each new valve shaft upon its delivery. NAICS & SIZE STANDARD: The North American Industry Classification System (NAICS) code for this project is 332911- Industrial Valve Manufacturing, with a small business size standard of $750K. The Product Service Code (PSC) is 4810. SYSTEM FOR AWARD MANAGEMENT: The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Offerors must be successfully registered and maintain an active registration in the SAM database, found at http://www.sam.gov, in order to be considered for a Government contract award.
