- Description
- Purpose: The Army Contracting Command (ACC) New Jersey, Picatinny Arsenal, NJ 07806-5000 is conducting a Market Survey on behalf of the Joint Program Manager Office Towed Artillery Systems (JPMO-TAS) to identify potential sources for non-standard D-30 howitzer ballistic computers. Description: This Request For Information (RFI) is issued solely for information and planning purposes, as a means for the Government to conduct market research, identifying interested parties and their capability to support the Government's requirement for non-standard D-30 howitzer ballistic computers. The objective of this notice is to identify potential sources who have the ability to provide Ballistic Computers compatible with the non-standard 122mm D-30 Howitzer weapon system for the Afghanistan National Army (ANA). The ballistic computers required features include: 6400 mil Firing Table data in use by the ANA; alpha numeric input, high and low altitude fire data solutions; interface/manual should have English, Dari, and Pashto options; ability to interface with mapping and weather station data; Replacement batteries; User training; and "Call for Fire" communication between the Forward Observer, Fire Direction Center, Fire Section Commander, Battery Commander, and the howitzer crew. The firing tables include, but are not limited to: HE (smoke) fragmentation shells with D-1-U detonating fuse (for normal and mountain terrain); of illuminating shell S463 with T-7 detonating fuse (for normal and mountain terrain); TFT No. 145G (for mountain terrain); HE shells (smoke shells) with B-90 detonating fuse (for normal and mountain terrain); HE shells (smoke shells) with D-1-U detonating fuse (for normal and mountain terrain); illuminating shell 3S4 with T-90 detonating fuse (for normal and mountain terrain); illuminating shell S463 with T-7 detonating fuse (for normal and mountain terrain). All interested vendors are requested to provide: 1. Statement of capability describing the vendor's capability to provide non-standard D-30 howitzer ballistic computers. 2. Rough Order Magnitude Cost to provide 214 units, spare parts, technical manuals, operating instructions, technical specifications, and training material to include Program of Instruction (POI) for non-standard D-30 howitzer ballistic computers 3. Rough Order Magnitude Schedule to provide 214 units, spare parts, technical manuals, operating instructions, technical specifications, and training material to include Program of Instruction (POI) for non-standard D-30 howitzer ballistic computers 4. A brief description and development history and tested parameters of the system. Firms/companies are invited to indicate their capabilities by providing specifications, brochures, manuals, reports, demonstration videos and/or other technical data, as well as identification of current customers. This Market Survey is a Request for Information (RFI) ONLY and should NOT be construed as a Request for Proposal (RFP) or a commitment by the United States Government. The Government recognizes that proprietary and/or classified data may be a part of this effort. If so, clearly mark such restricted/proprietary and classified data and present them as an addendum to the nonrestricted/non-proprietary and unclassified information. As a result of this Sources Sought Notice, a Request for Proposal (RFP) may be issued to acquire non-standard D-30 howitzer ballistic computers. Participation in this Sources Sought is completely voluntary by the vendor and as such all costs to develop the vendor's response are to be borne by the participating vendor.
