- Pursuant to 13.106-1(b)(1)(i), the Federal Highway Administration (FHWA) intends to solicit from a single source, OmniAir Consortium, to identify and define minimum security requirements that devices must meet to be trusted in a V2X ecosystem. FHWA's requirement is Contractor requirements are: 1.Established, or previously professional relationships among all relevant parties (certification members, standards development organizations, and USDOT) to establish and facilitate a working group dedicated to defining minimum security requirements that devices must meet to be trusted in a V2X ecosystem. 2.Understanding of connected vehicle security needs and requirements with respect to IEEE 1609.2 and Security Credential Management Systems. 3.Experience in the process of translating connected vehicle requirements (based on standards and market needs) into test specifications to integrate into a certification program. 4.Experience working with relevant parties (certification members, standards development organizations, and USDOT) to build consensus toward developing parameters of a coordination process that ensures certification test suites remain in sync with the latest standards and the certification program continues to respond to market needs. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities to identify and define minimum security requirements that devices must meet to be trusted in a V2X ecosystem, which demonstrates they possess the ability to successfully perform this effort and that they meet all government contractor requirements.
