- THIS IS A SOURCES SOUGHT NOTICE ONLY and a SOLICITATION IS NOT CURRENTLY AVAILABLE. This notice is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Government. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred associated to this request for capability information. The U.S. Department of Agriculture, ARS, NCAUR in Peoria, Illinois is seeking a contractor who can provide a Chemical Inventory Management System to account for on-site chemicals, laboratory gasses, pesticides / herbicides and refrigerants with the capability to capture, store and report accurate, real-time chemical safety and inventory data from material receipt to disposal. The NCAUR is issuing this sources sought to identify parties having an interest in and the resources to provide a Chemical Inventory Management System. At a minimum the Chemical Inventory Management System must: 1) Be able to transfer the existing CISPro/ChemSW database to the new system. Database currently contains approximately 13,000 chemicals in 43,000 containers in 300 locations. Data elements include (but are not limited to): a. Bar code number b. Chemical name c. Manufacturer d. Product number (if available) e. CAS number (if available) f. Container size (quantity) g. Container location 2) Provide up-to-date MSDS/SDS documentation for all chemicals and comply with OSHA Hazardous Communication Standard (29CFR-1910.1200) 3) Provide 24 hours-a-day, 7 days-a-week access to MSDS/SDS documentation for all users through a secure network 4) Provide read-only access for all chemical users (up-to 225 users) using desktop computers, laptop computers and Surface Tablets running the Internet Explorer 11 or later web browser 5) Provide edit access for four (4) power users who can add, delete and edit chemicals in the inventory using desktop computers, laptop computers and Surface Tablets running the Internet Explorer 11 or later web browser 6) Be accessible through a secure cloud infrastructure that: a. Must be compatible with the Internet Explorer 11 or later web browser b. Must be compatible with Windows 10 or later (PC) c. Must incorporate industry-standard security protocols to protect data and hardware d. Must be backed-up on a regular schedule 7) Provide customer support during normal working hours for a period of one year (annual fee) 8) Provide customizable query searches for chemicals and options to generate inventory reports in multiple formats to meet local and OSHA requirements 9) Provide the capability to enter, conduct and verify inventory using no less than eight (8) hand-held bar code scanners 10) Provide training in the form of pre-recorded webinars or self-guided computer-based or online courses for general chemical users a. Power users will require hands-on training in the form of instructor-led webinars or on-site courses of instruction The result of this market research will contribute to determining whether there are adequate sources available from which to receive competitive quotes. The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 541519. Submission Instructions: Interested parties, who consider themselves qualified to provide the product as detailed are invited to submit a response to this Sources Sought Notice by 2pm, cst, Aug. 10, 2018. If your organization has appropriate qualifications and capacity to provide this product, please provide the following information: (1) A complete and "active registration in SAM (System for Award Management) database which includes DUNS number, Organization name, address, contact name, email address, Web site address, telephone number, type of organization, small business type (if any), etc; (2) A list of previous customers (Federal Preferred) which were provided products similar in nature (3) Product Literature showing the features of the system(s) the company has available (4) provide tutorial/product demo/test run web link(s) of the company's software that is available. Request potential sources only submit the minimum information necessary and no more than 10 pages.
