- The Small Business Administration (SBA), Office of the Chief Financial Officer (OCFO), Acquisition Division at 721 19th Street, 3rd Floor, Denver, CO 80202 is issuing this synopsis to inform small business contractors that a commercial items solicitation for the SBA, Office of Disaster Assistance (ODA) in the Washington, DC office to acquire Loan Decisioning Recommendation Services will be released no later than August 15, 2018. SBA will be issuing this requirement as a competitive request for proposal (RFP) under solicitation number 73351018R0010, to solicit small business contractors only for the purpose of entering into a Commercial Single Award Indefinite Delivery/Indefinite Quantity contract along with the first call/task order. This acquisition will be conducted using Federal Acquisition Regulation Part 12, Part 16.5 and Part 15. The period of performance for the IDIQ contract is for a base year with four option years from the date of award. The solicitation document and incorporated provisions and clauses are will be those in effect through Federal Acquisition Circular 2005-99 June 15, 2018. This acquisition will be set aside for small business contractors only under NAICS code 541611 Administrative Management and General Management Consulting Services with a small business size standard of $15 million and the Product Service Code is R710 Financial Service. The Small Business Administration (SBA) Disaster Assistance Program makes loans to individuals and businesses that have been impacted by various natural disasters that occur throughout the Country. ODA strives to help individuals and businesses return to normal quickly. Responding to the needs of the disaster survivors in an efficient manner is a primary goal. ODA strives to meet this efficiency goal, regardless of loan volume. Although not all disaster situations are large-scale, the greatest need is often in the larger disasters. The recent hurricane disasters have prompted surge operations on a large scale where loan decisioning recommendations are critically needed. The contractor must be prepared to respond as needed to disaster situations. The need for such services fluctuates according to disaster activity. ODA is seeking a contractor to assist with loan decision recommendations based on industry standard loan making practices. The contractor should provide a recommended decision of "Approve" or "Decline" with the accompanying information used to determine the recommendation. ODA volume requirements for this contract are variable and are estimated to be about 65,000 per year, on average. Catastrophic events may generate in excess of 300,000 decision recommendation requests in a given year. Loan decision recommendation needs are dependent upon disaster activity that results in a disaster declaration, triggering the Disaster Loan Program. It is important to note that ODA is NOT seeking a contractor to build or customize a system or the purchase of software/hardware. The service provider awarded this contract will decision loans utilizing the service provider's system(s)/methods in accordance with ODA policies and procedures. The contractor will begin providing loan decision recommendations six months from the date of contract award. SBA anticipates posting the written solicitation no later than August 15, 2018. The proposal due date (closing date) is anticipated to be on or before 1:00pm Eastern Time, Friday, September 14, 2018 via email to Tracy.Lambert@sba.gov.
