- TDM Laptop J&A Program/Equipment: PEO Command Control Communications-Tactical (C3T) Project Manager (PM) Mission Command (MC), Tactical Digital Media (TDM) Authority: FAR 16.505(a)(4) - Restricting consideration to an item peculiar to one manufacturer (e.g., a particular brand-name, product, or a feature of a product that is peculiar to one manufacturer. Program Manager (PM) Mission Command (MC), Tactical Digital Media (TDM) requests approval to execute commercial, firm-fixed-price Delivery Orders for Dell Mobile Precision Workstation 5520 (referred to as "laptop computer" herein) for in support of the TDM program. The Government projects award for July 2018 and fiscal year 2018, Other Procurement Army, funds will be used. The PM MC/TDM program is requesting the procurement of brand name Commercial Off-The-Shelf (COTS) laptop computers to support the TDM validated Capability Production Document (CPD) requirements to process and transmit visual information (VI). The laptop computer requested for purchase is the Dell Mobile Precision Workstation 5520 with a unique configuration. Pursuant to Army Federal Acquisition Regulation Supplement (AFARS) Part 5139.1, the Army's CHESS program is the mandatory source for commercial Information Technology (IT). The laptop computer that is available via the Army's Computer Hardware Enterprise Software and Solutions (CHESS) program. The total number of laptops required to meet the TDM Basis of Issue (BOI) is approximately 2,269 over the course of five (5) years.
