Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Please note that to qualify as an eligible small business for purposes of a small business set-aside, at least 50% of the cost of contract performance incurred for personnel must be expended for employees of the small business awardee (see FAR 52.219-14 Limitations on Subcontracting). Purpose and Objectives The National Center for Advancing Translational Sciences (NCATS) has a need for a customized modular glove box system for use in its Medicinal Chemistry Lab. The glove box is used in state-of-the-art organic and inorganic laboratories to carry out reaction in an inert atmosphere. It is used to manipulate reagents and set up reactions that are air and moisture sensitive. Acquiring this item will significantly improve and expand the repertoire of the types of chemistries that are being utilized at NCATS, and will enable carbon-carbon and carbon-heteroatom bonds formations, allowing access to small molecules that were restricted previously or required other circuitous synthetic chemistry. In addition, NCATS will use the glove box to house devices that will use automation to dispense air and moisture-sensitive reagents to reactions or vessels in multi-well formats for immediate use or storage. Project Requirements This requirement will be solicited on a brand name or equal basis. The brand name item is manufactured by M. Braun, Inc. The or equal system must have the following specifications: 1.Entire system equipment must be tested, built, and certified to UL61010. 2.The vendor must have a dedicated project manager for design based on space and must allow for modularity in the design. 3.It is preferred that the manufacture of the unit and accessories are done in the US and that the vendor has technicians with the US that can answer and attend service needs within 24-48 hrs. 4.Equipment must have warranty that covers all items. Materials must be completely stainless steel (except anodized) and free from corrosion. 5.The equipment must have the ability for rapid clean up and decontamination. 6.The system must have an outstanding leak rate that is verified by an independent lab. 7.H2O analyzers are needed with both boxes; however, their range is only to 500 ppm so when water is used they should be turned off. 8.Must include Quick release clamps to all four windows to remove the window in little time and with no tools required. 9.Solvent absorber must be external, regenerable molecular sieve based. Anticipated Delivery Date 12 weeks after receipt of order. Required Information All capability statements must provide the following: (1) DUNS number; (2) organization name; (3) organization address; (4) point of contact; (5) point of contact title, address, telephone, and email address; and (6) size and type of business (e.g., 8(a), HUBZone, etc.) pursuant the applicable NAICS code. Submission Instructions and Due Date Written capability statements must be SUBMITTED NO LATER THAN THURSDAY, 2:00 PM EASTERN, AUGUST 9, 2018 to the below Contracting Office Address, Attn: Jeffrey Schmidt. Electronic capability statements will be accepted by the primary point of contact.
