Description
Please see the Sole Source Justification Determination and Approval for information regarding this Blanket Purchase Agreement. Over Wing Fairing Seal Repair 1.0 SUBJECT: The 28 MXG AF Repair Enhancement Program (AFREP) requires a commercial upholstery maintenance repair facility with experience operating with government agencies and familiar with the process of repairing government owned equipment and parts to perform inspection and repair of overwing faring (OWF) seals for the 8-1 B Bomber. Dyess AFB may also place delivery orders against the proposed BPA. 2.0 OBJECTIVES: The repair facility will be responsible for performing preliminary evaluations of each OWF seal subsequent to any repairs. See attachment 2, damage and cost asse��sment matrix, to estimate costs assigned by size/stock class. Inspection criteria are listed on pages 13- 14 and 13-15 of the attached technical order I 8-18-2-51 GS-00-1/section 51-73-02. Tec-hnical Order I 8-18-2-51 GS-00-1 can be found in Attachment I. All maintenance or repair actions arc to be performed on the facility's premises, any offsite maintenance or preparation must be coordinated through the AFREP office in that AFREP must be notified of any movement of property offsite. Transportation of equipment or property to and from the maintenance facility will be the responsibility of the AFREP personnel. Transportation for purposes to facilitate other maintenance will be the responsibility of the repair facility. The repair facility assuml!s full responsibility for custody of any and all Air Force property delivered for repair. The repair facility must be registered and validated through the Central Contractor Registration before any maintenance is accomplished. 2.1 It is the responsibility of the maintenance facility to furnish all equipment, materials. labor and safety equipment. In the event a particular part cannot be ordered by the repair facility. every reasonable effort will be made by AFREP to obtain the required replacement items. A complete listing of support equipment, safety conditions and additional data is listed on page 13-13 of the applicable technical order. Consumable materials are listed on page 13-15. Further technical data can be made available if necessary or when requested. 3.0 SPECIFICATIONS: Maintenance or repairs will be performed in accordance with the attached technical order I 8-18-2-51 GS-00-1 section 51-73-02. This document defines all pre and post inspection requirements, repair, and test standards. Section 02-1 defines the repair actions for all major abrasions (see figure 13-5). Section 02-2 lists all applicable instructic,ns for the repair of seal cuts, tears and holes (see figure 13-6). Section 02-3 contains instructions for the replacement or repair of the sensing tube base. A full record of repair and test/inspections results will be furnished with each maintenance action or work order completed in accordance with Air Force Instruction 21-123 paragraph 5.4.2. This document must list the results of the preliminary evaluation, description of all maintenance performed on the property to include type and amount of materials used and all post maintenance test/inspection results. For the purposes of expedient repair steps I and 2 of sections 02-1 through 02-3 will not need to be performed as the property will be delivered to the maintenance facility by AFREP personnel.
