- The United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) intends to solicit, negotiate and award a sole source basis purchase order with American Meteorological Services (AMS), located in Boston, MA for conducting a one to two day seminar to explore opportunities and challenges in expanding current Regional Integrated Science and Assessments (RISAs) network activities to empower place-based resilience across the United States. The AMS will convene a small group (up to 20 people) for a one-to-two day meeting. Participants will be drawn from Federal agencies, local government, the private sector, academic research, and the NGO community. The discussion will focus on potential efforts to improve the management of risks and the realization of opportunities associated with observed and predicted atmospheric and ocean conditions. The American Meteorological Society (AMS) is the leading scientific and professional organization focused on weather, water, and climate science. In this capacity, they routinely convene dialogues between the scientific community and public and private sector stakeholders on connecting weather, water and climate science to policy and society. AMS has a unique and long-standing partnership with NOAA. As a professional organization that has for decades convened across the public and private meteorological community, AMS stands apart from university meteorology departments and consultants with expertise in meteorology. Their mission is to advance meteorology and its application to societal needs and they do so in a bi-partisan, non-advocacy organizational role. AMS is an organization of over 13,000 members include researchers, educators, students, broadcasters and other professionals in weather, water, and climate. Dr. Bill Hooke is the Senior Policy Fellow at AMS. He is the only expert who serves on both the NOAA Scientific Advisory Board's Environmental Intelligence Working Group and as an Advisory Council member for the Regional Integrated Science and Assessment (RISA), Southern Climate Impacts Planning and Preparedness (SCIPP) Team. Dr. Hooke also co-chaired the recent National Academy Panel on Social Sciences contributions to weather readiness. His intellectual contributions span weather and climate in a unique and recognized way and he is recognized for his extensive expertise on the evolving weather and climate service landscape. The goal of this effort is to convene an exploratory dialogue on expanding the RISA adaptation research network to more appropriately meet the demand for weather and climate science and services on a regional level. Dr. Hooke's nationally recognized expertise and his involvement on NOAA and RISA advisory boards make him the best candidate to lead this task. He has unique and well-established connections with the relevant scientists, stakeholders, and practitioners who would be involved in this effort and years of expertise in convening multidisciplinary groups and establishing public-private partnerships that advance weather and climate science and service. NOAA's mission is "science, service, and stewardship to: 1) understand and predict changes in climate, weather, oceans, and coasts, 2) share that knowledge and information with others, and 3) conserve and manage coastal and marines ecosystems and resources." NOAA's Regional Integrated Sciences and Assessments (RISA) program supports research teams that help expand and build the nation's capacity to prepare for and adapt to climate variability and change. This effort will focus on opportunities to expand the RISA program to better meet the demand for weather and climate science and services, directly supporting NOAA's mission to share knowledge and information on weather, climate, oceans, and coasts to NOAA's customers, stakeholders, partners, and users. AMS is in a unique position to assist NOAA with this opportunity as the organization has a long- established relationship with all NOAA line offices. Another organization that may only have knowledge and experience of one or two NOAA lines would not be able to represent the full capacity of the NOAA weather and climate research and service enterprise. The interests of the government are best served by this particular organization and its unique make-up and capacity. With no other organization could NOAA access the breadth across both meteorology and relevant policy fields. The Government intends to utilize the authority under the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements, unless, as a result of this announcement, acceptable responses to this notice are received and a determination is made by the Government to issue a competitive solicitation. The Government intends to award a contract to American Meteorological Services since it is the only organization that has the expertise required to represent every aspect of NOAA weather and climate research, and policy fields. Interested firms shall submit in writing, their name, address, point of contact, telephone number, business size and a brief statement regarding their capability to provide the required exploratory dialogue on expanding the RISA adaptation research network to more appropriately meet the demand for weather and climate science and services on a regional level In order to be considered, firms must submit pertinent and specific information on their ability to plan and conduct a meeting as described above, as well as the professional qualifications of each individual that will be directly involved with such a meeting. Documentation is limited to 10 pages. The intended procurement will be awarded through FAR Part 13 Simplified Acquisition Procedures. Although the Government intends to solicit and negotiate with the only known source, The American Meteorological Society, all responses received prior to the close of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right either to solicit offers based on the receipt of affirmative responses to this notice or to issue a contract to AMS, whichever is determined to be more advantageous to the Government, without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
