Sole Source Notice: 36C24918Q9568 Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about September 15, 2018 to Johnson Controls Security Solutions, LLC. (JCI). The period of performance will be for sixty calendar days after issuance of the notice to proceed. This requirement includes the replacement of the existing security cameras with 12 Mega pixel HD fish-eye cameras located in various locations throughout the Alvin C. York and Nashville VA Medical Center (hereinafter referred to as TVHS ). Cameras shall be focused to provide common area coverage, and final focusing and position will be coordinated with the project s Contracting Officer Representative (COR). The HD cameras will be connected to the TVHS Police Service Victor video server system. Camera to server connectivity will be accomplished through the TVHS Information Resource Management (IRM) Computer network. TVHS s Office of Information Technology (OIT) staff will assist with PC administrative rights for software programming. Contractor will be responsible for providing and installing intermediate cabling between the camera mounting locations and to the nearest available TVHS IRM Telecom closet, both determined by TVHS. Contractor is responsible for providing all required patching cables and sundries. Contractor will provide programming services and labor for incorporating the Physical Security Information Management (PSIM) software and existing TVHS Physical Access Control System (PACS). The new HD cameras provided by this project will be connected to the Tyco Integrated Security (Tyco IS) system and are an integral part of this system. Tyco IS is the TVHS PACS and PSIM installer, who also has a current, in place, on-site maintenance contract for all things connected to the TVHS PACS. JCI is the parent company of Tyco IS. Tyco IS was acquired in 2017 by JCI. NCO 9 intends to non-competitively award this requirement to JCI since Tyco IS is installed within TVHS. The warranty that is applicable to the Tyco IS system states the following conditions are not covered by warranty when: alteration, misuse, tampering or abuse, repairs or maintenance not done by Tyco or form parts, accessories attachments or other devises not furnished by Tyco, or other cause not related to a defect in material in workmanship. As a result, any contractor other than JCI that would be allowed to work on, maintain, install additional/replacement cameras, and/or tamper with the current system in any capacity would void the warranty of the Tyco IS system. Voidability of said warranty cannot be permitted. The North American Industry Classification System (NAICS) code for this requirement is 561621 with the size standard of $20.5 million. This notice of intent is not a request for proposals or quotes. However, all responsible sources may submit a quotation and technical capabilities/narrative that proves by clear and convincing evidence that the current warranty provided by JCI/Tyco, for the currently installed security system, will not be voided by having a contractor other than JCI/Tyco conduct the above referenced installations. If said quotation and technical capabilities/narrative is received within fifteen calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
