Description
SOW/Specifications Inspection and Servicing of NBT 40 Truck Crane, US Army Corps of Engineers, Woodruff/Seminole. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued (ii) The solicitation number for this procurement is W9127818T0018 and is hereby issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-99 effective June 15, 2018. (iv). This procurement is unrestricted. The associated NAICS code is 333924 with a corresponding small business size standard of 750 employees. (v) CLIN 0001, Inspection and Servicing of NBT 40 Truck Crane 1 each (vi) The inspection and servicing must be in accordance with the following specifications as applicable (see attached SOW/Specifications): 1. The general scope of the project consists of a service contract to perform required manufacturer inspects, required preventative maintenance checks and services, troubleshooting and repair of known mechanical issues, provide maintenance documentation and certification certificates, and provide feedback of unknown mechanical issues discovered during servicing for one (1) National Crane NBT40. The Contractor shall provide all materials, labor, and equipment to perform the prescribed services of the crane and truck in the sections stated in the specifications. The crane is located at the Jim Woodruff Dam site office (1 Dam Access Road; Chattahoochee, FL 32324). Contractor site access will be restricted to the parking lot and warehouse storage facility. Government Furnished Equipment/Government Furnished Parts (GFE/GFP) will NOT be provided, and all parts and equipment shall be provided by the contractor. Contract Period of Performance will be 30 days after receipt of contract. Work shall be in accordance with this specification, whereas any additional parts or labor not included in this specification, must be authorized by the Contracting Officer only. INSTRUCTIONS AND INFORMATION TO OFFERORS: (vii) Services will be performed at the Jim Woodruff Dam site office (1 Dam Access Road; Chattahoochee, FL 32324). The Contractor shall round all estimated ODC & travel charges into cost. (viii) The provision at FAR 52.212-1, Instructions to offerors - Commercial, applies to this solicitation. ix) The provision at FAR 52.212-2 - Evaluation -- Commercial Items, applies to this acquisition. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The lowest price technically acceptable (LPTA) process described in FAR 15.101-2 will be used, meaning the award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. (x) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (MAR 2015) with its quote if not previously listed in System for Award Management (SAM.gov). (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. Contracting officer's representative" means an individual designated in accordance with subsection 201.602-2 of the Defense Federal Acquisition Regulation Supplement and authorized in writing by the contracting officer to perform specific technical or administrative functions. (b) If the Contracting Officer designates a contracting officer's representative (COR), the Contractor will receive a copy of the written designation. It will specify the extent of the COR's authority to act on behalf of the contracting officer.
