- This is a Request for Information (RFI) issued by the U.S. Fish and Wildlife Service (FWS) in support of the Digital Evidence Recovery and Technical Support Unit (DERTSU). The DERTSU is conducting this RFI as market research to determine the capability of industry to address the prospective requirement described below. This is not a Request for Proposal (RFP) or Quote (RFQ) and no submissions will be accepted as official offers for a contract. The FWS will not reimburse respondents for any expenses associated with this RFI. Background and Prospective Requirement The DERTSU provides state-of-the-art digital forensic and technical support services to federal, state and international agencies investigating crimes against wildlife. The DERTSU is considering increasing capabilities in the field of Mobile Device Forensics. Therefore, to better understand the latest Mobile Device Forensics technology and its potential application, the DERTSU is requesting information and the opportunity to test hardware and software in the lab environment in order to determine which solution(s) best meets the needs of the FWS. Minimum Specifications The minimum specifications to be met for the submission of information and product testing are as follows: 1.A comprehensive all-in-one hardware/software solution for mobile device data extraction and examination. 2.A closed and self-contained environment for forensically sound data extraction. 3.Evidence verification engine that enables validation of recovered artifacts. 4.Frequent updates to ensure compatibility with new devices as they enter the market. 5.The ability to quickly extract logical and file system data for rapid analysis. 6.When applicable, the ability to obtain physical extractions from mobile devices. 7.Supports all the major technologies (DMA, CDMA, GSM, iDEN) including, Smartphone operating systems and PDAs (Apple iPhone/iPad, Blackberry, Google Android, Windows Mobile, Palm and Symbian) for over 95% of all handset models worldwide. 8.The ability to handle source codes from the cell phone manufactures six months prior to retail launch. Statement of Limitations 1.FWS represents that this RFI, submissions from respondents to this RFI, and any relationship between FWS and respondents arising from or connected or related to this RFI, are subject to the specific limitations and representations expressed below, as well as the terms contained elsewhere in this RFI. By responding to this RFI, respondents are deemed to accept and agree to the Statement of Limitations. Respondents to the RFI acknowledge and accept FWS ¿s rights as set forth in the RFI, including this Statement of Limitations. 2.FWS reserves the right, in its sole discretion, without liability, to utilize any or all of the RFI responses in its planning efforts. FWS reserves the right to retain and utilize all the materials, information, ideas, and suggestions submitted in response to this RFI. FWS understands that any hardware devices provided for product testing will be returned to the respondent at the conclusion of the testing period. 3.This RFI shall not be construed in any manner to implement any of the actions contemplated herein, nor to serve as the basis for any claim whatsoever for reimbursement of costs for efforts expended in preparing a response to the RFI. 4.The submission of an RFI response is not required to participate in any potential future solicitation. 5.To the best of FWS ¿s knowledge, the information provided herein is accurate. 6.This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Responses to the notice are not an offer and cannot be accepted by the FWS to form a binding contract.
