- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Coherent, Inc. of Santa Clara, CA for repair and maintenance of the NIST-owned Coherent Chameleon Vision II Laser System. NIST's Biomaterials Group conducts research in all aspects of measurement science, technology development, and standards for measurements where interactions of materials and biological systems are involved. The primary focus of the group is development of analytical methods for extracting quantitative and statistically significant information from biological and material systems in a non-invasive or minimally invasive way. These efforts are leveraged by research carried out collaboratively with universities, industry partners and other federal agencies to improve important aspects of health care diagnostics and therapeutics, and to strengthen performance of materials used in biotechnological industries. A vital measurement tool to fulfill the Biomaterials Group's mission is the non-invasive chemical imaging system developed in the group. The state-of-the-art imaging system is driven by a high power pulsed laser system from Coherent (Chameleon Vision II). The purpose of this procurement is to ensure the reliable and efficient operation of the Coherent laser instrument (Chameleon Vision II) located in a Biomaterials Group lab. To meet its mission, the Biomaterials Group must ensure the access to service and repairs by OEM certified engineers when needed in a timely manner not to interrupt or compromise the measurement process and to provide preventative maintenance to ensure proper functionality of the aforementioned instrument. Coherent, Inc. is the sole manufacturer of the Chameleon Vision II and only Coherent certified Service Engineers are authorized to service the equipment to ensure quality control in the repair process. Coherent does not authorize service to be performed by 3rd party providers. The resulting purchase order will be a Firm-Fixed-Price purchase order with a base period and four optional periods. The NAICS Code is 811219 with a size standard of $20.5M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:59 am EST 8/15/2018, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
