Description

REPLACE ASBESTOS ROOFS ON THE OLD OFFICE AND RESIDENCES 81/82 AT BENTON LAKE NWR, MT The U.S. Fish and Wildlife Service Region 6 will be issuing a Request for Proposal (RFP) to replace the asbestos roofs for the old office and residences 81 and 82 at Benton Lake NWR, MT in accordance with the Statement of Work and Drawings. The Contractor shall provide all material, equipment, and labor required to remove the existing gutter systems, roof shingles, felt, drip edge, roof flashing, and replace with a metal roof with appurtenances. Work includes the Old Office (OLE), Residence 81, and Residence 82. Work under this contract consists of the removal of all asbestos containing material identified in report, Limited Pre-Renovation Asbestos Inspection of Old Office and Two Residence Roofs. All asbestos containing material shall be removed from the property and disposed of in a jurisdictionally accepted waste management facilities that accept asbestos containing material. The Contractor shall be responsible for installing a steel roof as described in Section VIII of the Statement of Work. The Contractor shall also be responsible for providing and installing all required appurtenances, including but not limited to building paper, insulation, drip edge, and reinstalling gutters and downspouts, except for a section on Residence 82. The project site is located on the Benton Lake National Wildlife Refuge (NWR) in Great Falls, MT. The Benton Lake National Wildlife Refuge (NWR) is located at 922 Bootlegger Trail, Great Falls, MT 59404. This procurement action is being solicited as a Total Small Business Set-aside. The NAICS code is 238160 “ Roofing Contractors with a size standard of $15 Million. The estimated magnitude for this project is between $25,000 and $100,000. The estimated performance period is 60 calendar days from the Notice to Proceed date. The Notice to Proceed date will be negotiated based on the site conditions. This requirement is being procured in accordance with FAR Part 36, Construction and Architect-Engineer Contracts and FAR Part 15, Contracting by Negotiation. The solicitation package number (140F0618R0025) will include the Solicitation Forms (SF1442), Statement of Work, Drawings, Asbestos Inspection Report, Project Submittal List, Wage Determination, and the Instruction to Offerors. These documents will be posted to https://www.fbo.gov and available on https://www.fedconnect.net on or about August 10, 2018. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. Payments will be made via Electronic Funds Transfer (EFT) using the data within the SAM registration database. The SAM registration is free and can be accessed at http://www.sam.gov. The date, time, and point of contact information for coordinating the pre-proposal site visit will be included in the solicitation package. Prospective bidders are encouraged to visit the work area in order to examine the existing conditions. Failure of the contractor to ascertain the nature, location, and conditions which affect the work will not relieve the contractor from the responsibility for successfully performing the work without additional expense to the Government.
