Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD), Norfolk Office, using the procedures set forth in FAR Part 13, intends to award a sole source firm-fixed price purchase order (PO) to Boston Engineering Corporation for the continued development and delivery of an expendable air-launched ocean probe capable of multiple profiles (MASED) for the NOAA Office of Marine and Aviation Operations (OMAO), Aircraft Operations Center (AOC). The NOAA/OMAO/AOC operates multiple aircraft for performing various airborne research and surveillance missions. The severe storm research and surveillance missions tasked to AOC frequently utilize ocean profiling expendable probes. Using the NOAA Small Business Innovation Research (SBIR) program, NOAA contracted with the Boston Engineering Corporation to develop a new, expanded capability Ocean Profiling Expendable probe, the MASED. Boston Engineering has successfully completed the NOAA SBIR effort, and this is the next step in developing a next-generation ocean profiling expendable probe. NOAA requires Boston Engineering Corporation to provide all labor, materials, equipment and special tools to further refine the design of the MASED probe to the level that it is ready for operational and research use, to include the delivery of twenty (20) prototype MASED probes. The North American Industry Classification Code (NAICS) for this acquisition is 334519, Other Measuring and Controlling Device Manufacturing, with a business size standard of 500 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 12:00 PM EST on August 7, 2018. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
