- This notice is for Solicitation Number 36C24218Q9789, Project Number 620-18-MO-ID101 Signage and Wayfinding Design Study at the VA Hudson Valley Health Care System, FDR Montrose Campus, 2094 Albany Post Road, Montrose, New York 10548-1454. This shall be a Service Disabled Veteran Owned Small Business(SDVOSB)Set-Aside. As a result, all SDVOSB may submit their qualifications based on the scope of work which will be considered by the agency. This project is classified under NAICS Code 541490 Other Specialized Design Services, and has a size standard of $7.5 Million. SCOPE OF SERVICE REQUIRED Project Number 620-18-MO-ID101 Improved Signage and Wayfinding for the Montrose Campus of VA Hudson Valley Healthcare System BACKGROUND VA Hudson Valley is seeking to update and streamline the currently outdated and disjointed signage system in place at the Montrose Campus. The facility has many functions and specialties spread out across multiple buildings and a sprawling campus. Patients and staff often have difficulty navigating throughout the facility. Wayfinding and signage is an area that was previously surveyed as needing improvement during VAHVCS most recent Planetree Gap Analysis survey. OBJECTIVES The VA Hudson Valley Healthcare System is seeking a professional architect/engineering firm to design a project. The project will plan, design and program an interior and exterior sign and graphics program for the Montrose Campus. The interior sign program will develop a new room numbering system, provide for new code/life safety signs, new room identification and a directional wayfinding sign program. The exterior sign program will identify buildings and provide directional wayfinding. Also, this project will develop interior, exterior, and vehicular maps to be shared with patients to assist with wayfinding throughout the facility. During the course of the development of the directional wayfinding sign program for the interior, coordination will be conducted with the facility to identify architectural, interior design and communication issues at the facility that can be improved to provide better circulation and communication of services for patients and visitors. In the development of the directional wayfinding sign program for the exterior, coordination will be conducted to identify site circulation issues for both vehicles and pedestrians that can be improved to provide better circulation and parking for patients and visitors. The sign program "design look" will be developed to coordinate with the VA Signage Design Guide utilizing a component base sign system. The A/E firm shall have experience in providing design services specifically for the development of interior and exterior signage for health care facilities. The A/E firm's activities and experience requirements are: Project Manager assigned to signage planning, wayfinding and programming must have experience with programming the room and informational signing for the interior and exterior of medical centers. Included are the development of a wayfinding (directional) sign programs, room number and life safety signing, the development of pedestrian and vehicle wayfinding sign programs, building and entrance identification and traffic/regulatory signing. 2. Ability to provide sign location plans in AutoCAD (if AutoCAD files are available from the VA for the buildings and sites involved). 3. Familiarity with the VA's Signage Design Guide. 4. Knowledge of medical terminology and operational characteristics of medical centers and clinics. 5. Project manager assigned to the project must have experience in developing new room numbering systems for medical centers. During the procurement and construction period, AE shall provide technical services, answering bid questions, performing sketches and/or correction as require, review submittals during the construction phase, and visit the site at VA request. PERIOD OF PERFORMANCE Once awarded, AE firm will take no longer than 7 months to conduct site visits, design meetings, and generate a complete set of design drawings and construction documents for VA approval according to the requirements outlined below. PLACE OF PERFORMANCE VA Hudson Valley Health Care System FDR Montrose Campus 2094 Albany Post Road Montrose, New York 10548-1454 PROJECT REQUIREMENTS/SPECIFICATIONS: Assessment (Minimum of 4 Site Visits to be Included): Fact gathering discussions with stakeholders On-site evaluation of building layouts and floor plans Study of vehicular and pedestrian traffic Review branding with respect to image, presentation and consistency Review directories and directionals for clarity and effectiveness: examine the volume and organization of information also consistency of terminology and presentation Review life safety signage Wayfinding & Programming: Generate wayfinding plan including zoning, informational hierarchies and key decision points Generate location plan in a CAD file format Generate plots in a PDF file format Design directional signage Address ADA, fire and life safety code issues 3: Interior System Design: Discussion with Client regarding system functionality and finishes Design system to reinforce project identity and enhance facility image Design graphic content for directionals and directories Design up to 25 interior sign types (Minimum of 3 Design Options) Develop specifications for all sign types, including dimensions, materials, graphic layout, fabrication process and hardware Develop shop drawings including front and side elevations for all components, sub-components and hardware Specify installation methods, materials and locations Specify typography: Character height ADA specific requirements pictograms (raised text w/ Braille, etc.) Finish and contrast Exterior Signage: Discussions with client regarding system functionality and finishes Design system to reinforce project identity and enhance facility image Design up to 15 exterior sign types (Minimum of 3 Design Options) i. Main Identity ii. Building Identity iii. Directional iv. DOT, Parking, Vehicular Regulatory Develop specifications for all sign types, including dimensions, materials, graphic layout, fabrication processes and hardware Specify typography: i. Character height ii. ADA specific requirements (raised text w/ Braille, pictograms, etc.) iii. Finish and contrast Develop shop drawings including front and side elevations for all components, sub-components and hardware Specify installation methods, materials and locations VA HUDSON VALLEY WILL BE RESPONSIBLE FOR THE FOLLOWING: Designating a Project Spokesman Reproducible floor plans and elevations Clear Delivery and Access Instructions Providing all Messaging Requirements Timely Approval of all design, layout, location plans, and plots. Travel: Additional travel expenses will not be authorized. All site visit expenses shall be included within the proposal for services. Vendor Provided Installation: Not applicable. This study will generate specifications for VA HVHCS to consider and study for future fabrication. SUBMISSION REQUIREMENTS.
