Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation 36C10E18Q0077 is issued as a request for quote (RFQ). The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-96, Dated 11/06/2017. The solicitation is set aside 100% for Service-Disabled Veteran-Owned Small Business. The applicable NAICS Code for this solicitation is 337214 and the Small Business Size limitation is 1,000 Employees. This solicitation is set-aside exclusively for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns in accordance with Public Law 109-461, Veterans First Program. Only offers from SDVOSB concerns that are registered and verified in the Center for Verification and Evaluation (CVE) Vendor Information Pages (VIP) website at https://www.vip.vetbiz.gov/ at the time date set for receipt of offers shall be considered for award. Offers from SDVOSB concerns that are not registered shall be rejected as non-responsive and shall not be considered for award. The contractor shall provide all resources necessary to accomplish the deliverables as described in the Statement of Work below (section vi). Please provide pricing for Line Items 0001: ITEM NUMBER DESCRIPTION OF SUPPLIES/SERVICES QTY UNIT UNIT PRICE AMOUNT 0001 REMOVAL OF HIGH DENSITY MOBILE STORAGE (HDMS) SYSTEM AND REFURBISHMENT OF OFFICE SPACE PER STATEMENT OF WORK. 1.00 JB Description of Requirement Statement of Work (see attached SOW document for additional details) The contractor shall provide all management, labor, tools, supplies and resources necessary for the complete dismantle and removal of the Spacesaver Standard High-Density Mobile Storage (electric) system covering approximately 15,000 square feet located on the basement floor at the St Paul VA Regional Office. The Spacesaver HDMS encompasses 111 mobile (electric) carriage racks approximately 25 feet long within three separate rooms as noted in the SOW. Selected contractor shall utilize a certified electrician to remove electrical components from the facility and cap existing electrical lines consistent with an office environment. Most electrical connections are in the ceiling. The tracks for the Spacesaver HDMS are mounted on top of the floor and are not embedded within the floor. The contractor will remove the HDMS tracks and prepare the floor to be carpeted. Upon completion of the removal of the Spacesaver HDMS the Contractor shall refurbish the three noted rooms in preparation for the spaces being turned back into the General Services Administration (GSA). Such refurbishment should be considered on an as needed basis and not a 100% refurbishment. Specifically to be addressed are the following areas: (1) Flooring-3 rooms 100% Carpet Tile. Unless not possible, only replace those carpet tiles affected by HDMS Removal; (2) Baseboards repaired or replaced; (3) Ceiling Tiles in 3 rooms complete and in good condition. Replace ceiling tiles with holes due to HDMS electrical connections; (4) Walls in all 3 rooms are free of blemishes or holes and of consistent coloring. The contractor shall remove all materials to include file system from the property and properly dispose in the local landfill or recycling company. Once the materials depart the Government Facility ownership of materials transfers to the Contractor. Performance Period: The contractor is required to complete all work within thirty (30) calendar days after receipt of award. Award is anticipated on or around March 1, 2018. A list of anticipated attendees must be emailed to robert.mulheran@va.gov prior to the site visit. The list must contain attendees name, represented business, and contact information. This will be the only opportunity for potential offerors to visit the site. All potential offerors, subcontractors, and suppliers are strongly encouraged to attend this site visit. Submission of Offers: Offers are due no later than February 8, 2018 by 2:00 PM EST. Offers shall be submitted electronically to robert.mulheran@va.gov. The email subject line must contain the following: Quote in Response to 36C10E18Q0077, Dismantle and Removal HDMS St. Paul MN. Offers shall be based on the requirements of the solicitation, and must contain the following: Company name, address, DUNS Number, tax identification number (TIN), and point of contact with phone number, and e-mail address. A completed price schedule in the format as provided in v ; Acknowledgement of any/all amendments; Solicitation Questions: Questions of a technical nature shall be submitted to the Contracting Officer in writing via e-mail to robert.mulheran@va.gov. Oral questions of a technical nature are not acceptable due to the possibility of misunderstanding or misinterpretation. The cut-off date and time for receipt of questions is January 26, 2018 @ 2:00 PM EST. Questions received after this date and time may not be answered. Questions will be answered in a formal amendment to the solicitation so all interested parties can see the answers. Amendments: Amendments to this solicitation will be posted at http://www.fedbizopps.gov(FBO). Paper copies of the amendments will NOT be individually mailed. By registering to receive notifications on FBO, offerors will be notified by email of any new amendments that have been issued. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Failure to acknowledge an amendment may result in your offer being considered unacceptable. PROPOSAL REQUIREMENTS Each Contractor is required to submit both a Technical and Price Proposal in an electronic format via email. TECHNICAL PROPOSAL (Not to Exceed 10 pages). Technical Approach: The Offeror shall submit a narrative that adequately addresses the Evaluation Criteria set forth herein. The Offeror should address each Task/Sub Task in the Statement of Work that demonstrates its understanding of the task required, and how the Offeror intends to resolve the issues presented by the task. Past Performance: The Offeror shall submit a narrative that adequately addresses the Evaluation Criteria set forth herein. The Offeror shall submit as part of its proposal between one and three references that demonstrates its previous experience in the successful completion of projects of similar complexity. The work completed for the references submitted by the Offeror must have been completed with the last three (3) calendar years. PRICE PROPOSAL As noted under EVALUATION CRITERIA, your price proposal should either state, or make reference to the Technical Proposal, just how much will be done with regards to site refurbishment. FAR 52.212-2, Evaluation-Commercial Items (OCT 2014) applies to this solicitation. The following details the Basis for Award and the applicable Evaluation Criteria. Basis for Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, per the following evaluation criteria: EVALUATION CRITERIA Evaluation Method: Proposals submitted in response to this Request For Quote (RFQ) shall be on a Best Value evaluated on Technical Approach, Past Performance, and Price. In evaluating proposals, the Technical Approach, Past Performance, when combined, shall be considered at 49% of the evaluation with Price the remaining 51%. Evaluation Factors: Technical Proposal (49%) Technical Approach: When evaluating Technical Approach the Government shall consider how well the proposal addresses the following: Understanding of the stated requirement. Analytical/Technical Approaches to Tasks. Understanding of the required End State of the Office Spaces upon completion of the project within the noted time frame. Past Performance: When evaluating Past Performance, the Government shall consider how well the proposal addresses the following: Previous experience performing contracts of similar complexity. Previous experience of like services in the previous 3 years. References of previous experience providing similar services. Price Proposal (51%): Though your price proposal can be a single value, you must clearly show, either in your price proposal or technical proposal, what exactly you are proposing to perform. As example, are you proposing to replace 100% of the carpeting or only a certain percentage. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 is required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers.
