- This action is intended to be awarded on a sole source basis under the General Services Administration (GSA) Professional Services Schedule using limiting sources procedures in accordance with Federal Acquisition Regulation (FAR) 8.405-6. The statutory authority permitting this limited source award is Section 41 U.S.C. 4106(c)(2) as implemented by FAR 8.405 (a)(1)(i)(c) titled, In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or Blanket Purchase Agreement must not have been previously issued under sole-source or limited-sources procedures. The original Task Order was competitively awarded to CPS Professional Services, LLC, a verified Service-Disabled Veteran-Owned Small Business (SDVOSB) on September 13, 2017. This notice is issued solely to determine the availability of verified SDVOSBs and Veteran Owned Small Businesses (VOSBs) that are capable of providing the services identified in the attached Performance Work Statement (PWS). This notice states the Government s intent to increase the Not-to-Exceed number of Rough Order of Magnitude Cost Estimates in PWS Section 5.4.B from 45 to 75 in the base year, and from 45 to 175 in Option Periods One and Two respectively. Please see attached PWS for a specific description of the requirement in Section 5.4 and for potential Organizational Conflicts of Interest as described in Section 6.7. The North American Industry Classification System (NAICS) for this requirement is 541512 with a size standard of $27.5 million. A company that is not a VIP registered and verified SDVOSB or VOSB (http://www.va.gov/OSDBU/index.asp) should not respond to this notice. Generic capability statements will not be accepted or reviewed. Your response must address your technical capabilities and corporate expertise, including examples, specific to the services required in the attached PWS; the ability to provide the services starting September 1, 2018; and ability to meet the 50% SDVOSB/VOSB requirement. Your response to this notice will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this notice. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this notice.
