- Justification & Approval The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to BioMerieux for a VC SCANRDI New Generation. BioMerieux is the sole vendor for this instrument and thus satisfy FAR 6.302-1. The Scan RDI is the only commercially available instrument that can perform a viability assay that is sensitive enough to detect as low as one viable cell in a large volume of a liquid sample containing cells that has been vacuum filtered onto a membrane. The instrument is connected to a fluorescent microscope with a mechanical stage to enable seamless validation for sample analysis. No other company makes this instrument or any other solid phase cytometer that can laser scan a membrane filter and provide a reliable count of viable cells. We purchased a Scan RDI in 2002 and have been using it for 16 years to perform bacterial and fungal disinfection and persistence studies. We have standard validated methods for our ongoing work using this instrument and its associated reagents. The assays are rapid (<3 hrs) alternatives to determining viability of cells by culture, and can detect viable cells that are not detectable by culture. The assays add valuable information on infection risk. This new purchase is to replace the older instrument that is close to being inoperable due to the laser age and software problems. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
