Description
The purpose of this modification is to correct the size standard for NAICS 541330 to $15M. Subject to FAR Clause 52.215-3, entitled, Solicitation for Information and Planning Purposes, this announcement constitutes a Sources Sought for information and planning purposes to identify qualified and experienced sources. The anticipated Indefinite Delivery/Indefinite Quantity (IDIQ) Cost Plus Fixed Fee contract with Firm-Fixed Price provisions will be for Engineering, Logistical and Information Technology services in support of the U.S. Navy Habitability Program for the Mid-Atlantic Regional Maintenance Center (MARMC) under NAICS Code 541330, Marine Engineering and Naval Architecture, with a size standard of $15M. It is anticipated that the period of performance for this requirement will be a base year and four one-year option periods beginning on or around 1 February 2019. The incumbent contract number for this service is N00189-12-D-0018 and the incumbent contractor is Marine Systems Corporation. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. Background: The Mid-Atlantic Regional Maintenance Center (MARMC) mission is to fix ships. The Contractor shall furnish the necessary supervision, personnel, materials, equipment and supporting electronic information resources as required to perform engineering, logistical and information technology services under the contract to support U.S. Navy Habitability Projects. These services shall be integrated so as to provide full programmatic support for the continual upgrade or repair of shipboard habitability spaces throughout the service life of each ship once it s inducted into the Program. This shall include the development and maintenance of a broad spectrum of electronic records, including installation drawings and material procurement data, to control and support configuration management and long range planning requirements. Habitability projects will normally relate to modifications onboard U.S. Navy ships and other military type vessels including barges. A number of task orders could be issued for emergent requirements. The contractor shall be required to respond to more than one (1) requirement (simultaneous task orders for more than one (1) ship) with multiple teams at multiple locations worldwide. Scope: The Contractor shall deliver the necessary resources to perform the requirements of this PWS. The NAVSUP Fleet Logistics Center (FLC), Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes in an effort to derive acquisition strategy for the support services detailed above and in the attached PWS. Responses to this Sources Sought request should reference N0018918R0100 and shall include the following information in this format: 1. Company name, address, point of contact name, phone number, fax number and email address. 2. GSA Schedule or any other DoD Contract Vehicle. 3. Size of business - Large Business, Small Business, Small Disadvantaged, 8(a), Hubzone, EDWOSB, WOSB, SDVOSB, Veteran-owned, etc., in accordance with the NAICS Code. 4. Contractor and Government Entity (CAGE) Code. 5. Capability statement addressing the following items: Contractors ability to provide the required services detailed in the attached performance work statement. Contractors experience (identified by contract number) and strategy to provide the required services, especially for Government and corporate entities of similar size and scope. Contractors should include their anticipated teaming/partnering/subcontracting arrangements along with corporate information such as company name, address, and point of contact name, phone number, email address, and business size. 6. Include any other supporting documentation. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed ten (10) typewritten pages in no less than 12-font. Also, indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor. Responses to this Sources Sought request should be emailed to Ricardo Lopez at ricardo.a.lopez4@navy.mil by 12:00PM EST on 10 August 2018. Again, this is not a request for proposals. This information is for planning and market research purposes only and will not be publicly released. Proprietary information should be clearly marked. Respondents will not be notified of the results.
