AMENDMENT NOTICE Amendment 0005 to extend the Response Date, update the applicable wage determination, post photos taken at the site visit and provide Q&A has been posted. AMENDMENT NOTICE / SITE VISIT DATE Amendment 0004 to extend the Response Date, update the Project Plans and provide Q&A's has been posted. The pre-bid meeting is currently scheduled for July 12, 2018 meeting at Chester Airport (Rogers Field), Highway 36, Chester California at 0700. It is expected to take all day. Those planning to attend should wear comfortable clothes, bring plenty of water and snacks/lunch as you see necessary. High clearance vehicles are necessary to reach the parking area. The job site is approximately a 5 mile hike from the parking area with an elevation difference of 1,600 feet. Some portions of the trail are lined with Poison Oak, are narrow and may be rocky/uneven. PLEASE CONFIRM YOUR ATTENDANCE TO THE SITE VISIT SO WE KNOW HOW MANY TO EXPECT. THIS WILL ALLOW US TO KNOW WHEN ALL PARTIES ARE AT THE MEETING LOCATION SO WE DO CAN ENSURE WE ALL STAY TOGETHER. PLANNING INFORMATION REQUESTED In preparation for the site vist, which has not yet been scheduled, the government is trying to gather some information from prospective offers who plan to attend the site visit once scheduled. Because of the location of the work, limited parking and the likely need for 4X4 access we want to ensure we are able to accommodate everyone who wishes to attend. To that end, we are seeking information on the number in your group that plan to attend, type of vechile and if you do have a 4X4, if you have room for any additional passengers. This information will help us determine if we need to alter the meeting point or perhaps have additional government vehicles available. Please provide this information by email to tmarino@fs.fed.us. It is anticipated to be sometime toward the end of April 2018. Once the exact date has been determined it will be posted here. SOLICITATION NOTICE Solicitation and all attachments are now posted. Site visit date is TBD based on weather/access to the site. Updated site visit information will be posted to this notice. PRE SOLICITATION NOTICE Requirement: Furnish all labor, equipment and materials to design, fabricate, deliver and install a new prefabricated bridge across Chips Creek along the Pacific Crest Trail in accordance with contract plans and specifications. The Pacific Crest Trail route will be modified as part of this project such that in order to approach the new bridge, it will require that approximately 20 feet of new trail tread west of the bridge and approximately 600 feet of new trail tread east of the bridge be constructed, thus relocating the existing trail away from the existing stream ford crossing that will be abandoned. New signs consisting of route markers and manufactured blazers will be installed at the beginning and end of the new trail segment. The existing trail to be abandoned will be rehabilitated as well as approximately 100 feet of streambank on both sides of the creek at the existing stream ford. The bridge and all needed materials to perform the work shall be transported to the project site by helicopter. It is expected the use of explosives will be required to prepare the bridge footings and access trail. The project is located on the Almanor Ranger District (Plumas County) in the Lassen National Forest at Township 25N, Range 6E in Section 8; Latitude 40.03237N, Longitude 121.3599W Estimated Magnitude (Price Range): Between $250,000 and $500,000 Contract Time: It is estimated the project will start at time of award and be completed by the end of June 2019 Set Asides: This procurement is being solicited as a small business set-aside. The North American Industry Classification System (NAICS) Code is 237990. The related small business size standard is $36.5M. Solicitation Info: Solicitation is being conducted under FAR Part 15. All responsible sources may submit a response, which shall be considered. The anticipated posting of this solicitation is on or about February 22, 2018. Site Visit/Pre-proposal Conference: A site visit/pre-proposal conference will be held for this project tentatively scheduled for early March 2018. Exact date, time and location will be available in the solicitation when it becomes available. Bonds: A Bid guarantee is required with the offer. Performance and Payment Bonds in the amount of 100% of the contract price will be required of the successful contractor within 10 days of award. Inquiries: Any prospective contractor with contractual or technical questions of the solicitation, drawings, specifications, etc., must request it in writing from the Contracting Officer soon enough to allow a reply to reach all prospective contractors before the solicitation closing date. Oral explanations or instructions given before the award of a contract will not be binding. Notifications: In accordance with FAR 5.102(d), the government is limiting the availability of the solicitation to electronic medium through this posting to FBO.gov. Notification of any postponements and any amendments to this solicitation will be posted on this website. It is the sole responsibility of the offeror to continually view this website for any amendments made to this solicitation. Award notifications will be made to this notice. Early notification will not be made to any offeror except Awarded Contractor.
