- Design Draft PLEASE NOTE THIS IS FOR INFORMATONAL PURPOSES ONLY AND NOT A REQUEST FOR PROPOSAL. PLEASE SEE THE ATTACHED STATEMENT OF WORK AND PROVIDE YOUR INTEREST AND ABILITY TO PERFORM THE REQUIREMENT BY 7 AUG 2018 AT 3:00P.M. EST. BACKGROUND: The U.S Government Printing Office (GPO) provides publishing and dissemination services for the official and authentic government publications to Congress, Federal agencies, Federal depository libraries, and the American public. The intention of this statement of work is to seek an Architectural/Engineering firm that will design the expansion and renovation of a State-of-the-Art GPO Police Command Center in building 3. 1. SCOPE OF SERVICES: The GPO Police Command Center in Building 3 has grown and the current space does not accommodate the increase in staff, furniture and equipment of the Police Force. The Command Center needs to expand into the Shipping Office and the Shipping Office needs to downsize. GPO shall award a firm fixed design contract to a potential successful bidder that can design to meet GPO's requirement as shown per the preliminary sketch. The qualified contractor shall submit a price and technical proposal to perform the following work: 1.1 Design: Architect Services and Engineering Design coordination for the preparation of designs, plans, specifications, and cost estimates. Required work is to occur primarily at GPO. Duties shall be performed by a firm who regularly engages in Architectural design and related services. The following list is an outline of the tasks for which the A/E may be required to provide: • Design structures, roofing, various repairs, alterations and/or improvements to existing Command Center, and shipping Office; • Computer Aided Design and Drafting (CADD) services, including the scanning or digitization of existing construction drawings. 1.2 REQUIRED DISCIPLINES: Anticipated disciplines required for performance of the primary objectives of this contract are as follows: 1.2.1 Architecture: design and construction documents for new building and/or structure; additions to, and/or renovations of existing facilities; repairs of existing facilities, and design of miscellaneous item, to include: a. Original New Design b. Facility Additions and Alterations c. Facility Renovation (major and minor) d. Facility Repairs e. Interior design f. Design of miscellaneous items g. Demo of existing structures 1.2.2 Civil Engineering: design and construction documents in support of new building and structure; additions to, and/or renovations of existing facilities; repairs and remediation of existing related items. Civil engineering work, to include: a. TBD 1.2.3. Structural Engineering: design and construction documents of new buildings and structures; additions to, and/or renovations of existing facilities; repairs and remediation of existing facilities. Structural engineering work, to include: a. Roofing Structures 1.2.4. Mechanical Engineering: HVAC and Plumbing design and construction documents for new building and/or structure; additions to, and/or renovation of existing facilities; and repairs of existing facilities, to include: a. HVAC Systems b. Fire Protection Systems 1.2.5. Electrical Engineering: design and construction documents for new buildings and/or structures; additions to, and/or renovations of existing facilities; and repairs of existing facilities, to include: a. Alarm Systems b. Communication Systems c. Lights, switches, sockets, etc. d. MDP, IP, etc. 1.2.6. Fire Protection Engineering and Life Analysis: design and construction documents in support of for new building and/or structure; additions to, and/or renovations of existing facilities; and repairs of existing facilities. a. Fire Suppression System 1.2.7. Information Technology: design and construction documents in support for new building and/or structure; additions to, and/or renovations of existing facilities; and repairs of existing facilities. a. Communication system to support the duties performed at a Command Center 1.2.8 Building Information Modeling: (BIM) If specifically requested, provide construction drawings in a BIM format such as Bentley BIM. Technical Evaluation Criteria: 1. Past Performance: An offeror is expected to have at least 3 (three) years of Corporate Experience. Offerors must submit a two-page (maximum) narrative describing the company's corporate experience providing the types of services performed are of a similar complexity to the work solicited. Your company must have provided these types of services to either a Government or Commercial entity for the minimum number of years noted above. 2. Key Personnel and Personnel Management: The offerors must have qualified personnel. 3. Quality Plan: The offerors must have a qualify plan and describe their approach 4. Schedule: The offerors must submit a copy of the tentative schedule or timeline to work. 5. Price: The offerors will be rated based on Lowest Price Technically Acceptable (LPTA). Site Visit: A site visit can be arranged for the potential contractors to see the site. Please coordinate by contacting the contracting officer. DELIVERABLES • 100% Design/New Construction of Command Center • Both softcopies and three hardcopies of the design SCHEDULE: • Project needs to be completed within six (6) weeks after the issuance of the Purchase Order / Notice To Proceed (NTP). SECURITY: • Entry Requirements: o The contractor shall exchange his/her valid federal or state identification for a GPO Visitor's Badge for entry to GPO o Expired identification shall not be acceptable forms of ID o Under no circumstances shall a visitor be granted access to GPO without proper identification o The Visitor's Badge shall be visible at all times as safety allows • Contractors shall be escorted at all times and/or in line of sight of the escort in the construction area HOURS OF CONSTRUCTION: • Normal working hours of GPO employees are from 06:00AM - 04:00PM • The contractor may be asked to perform this work out of normal business hours at their own cost. Safety Requirements: • Contractors are required to comply to and be equipped with all safety standards.
