Description
SOURCES SOUGHT SYNOPSIS DESCRIPTION: This Sources Sought Synopsis shall be used to determine the availability of potential sources having the skills and capabilities necessary to perform/provide maintenance on backup generators. All interested vendors are invited to provide information to contribute to this market survey/sources sought synopsis including, commercial market information. This is not a solicitation announcement. This is a sources sought synopsis only. Questions should be submitted by email to anthony.mitchell4@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hubzone, 8(a), small, small disadvantage, woman owned small business, or large business) relative to NAICS 811310, Electrical generating and transmission equipment repair and maintenance services (size standard of $7.5 million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors must respond to the solicitation announcement in addition to responding to this sources sought announcement. Please demonstrate the contractor's ability to perform services of this nature as the course of its daily business operations. Services shall be performed in accordance with industry standards and practices by qualified personnel. Responses must be emailed to anthony.mitchell4@va.gov no later than NOON CST, August 6, 2018. Your response should include both the STATEMENT OF CABABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained below. Please place Attention: Backup Generators Biloxi, in the subject line of your email. This notice is to assist the VA in determining sources only. A solicitation is not currently available; therefore, DO NOT REQUEST A COPY OF A SOLICITATION THAT DOES NOT EXISTS. If a solicitation is issued it will be announced at a later date, and all interested parties shall respond to that solicitation announcement separately from the responses to this announcement. REQUESTED INFORMATION: (1) STATEMENT OF CABABILITY: (1) Submit a brief [five (5) pages or less] capability statement explaining your capability to perform commercial maintenance on backup generators. Include the number of qualified personnel need to accomplish this service. Include past experience in performing these services for the VA, other Government (Federal or State) agency, or for a private medical facility. Please specify your maximum capacity and your availability to start. (2) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at http://www.sam.gov and/or the VetBiz Registry at http://vip.vetbiz.gov/. If not, please NOTE: any future solicitation could only be awarded to a contractor who is registered in the System for Award Management (SAM). To receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry. SPECIFIED REQUIREMENT: The contractor shall communicate its capabilities to accomplish the following: Scope of Work VA Station Back-up Generator Maintenance Introduction: The VA Gulf Coast Veterans Healthcare System, located at 400 Veterans Avenue, Biloxi, MS 39531, has a requirement for maintenance on their backup generators which consist of two (2) Kohler generators and two (2) Onan generators and associated paralleling gear and the 1.6MW main generator located in Building 3. Subject work is to be accomplished for and at the VA Gulf Coast Veterans Healthcare System, Biloxi MS. Background: A combination of Onan and Kohler Generators are the primary backup generators for the VA Gulf Coast Veterans Healthcare System. The parallel equipment and associated proprietary control software package has been custom built by Kohler to manage the two Onan generators in conjunction with the two Kohler generators. Equipment: The scope of this service contract shall apply only to the equipment listed in table 1 below. Kohler proprietary software and hardware shall be excluded from this scope of work unless performed on a Time & Material basis, no penalties shall be assessed due to issues with proprietary equipment. (Table-1) Performance Requirements The Contractor shall furnish all necessary labor, material, parts, components, tools, supplies, test equipment, diagnostics, manuals, schematic drawings, facilities, freight, temporary or standby equipment, vehicle usage, travel, mileage and other necessary items to perform maintenance services to keep the equipment cited within this contract in good operating condition. The contractor shall have the ability to remotely start/stop the 4 backup generators located in building s 92, 93, 94 and 95. Remote starting of the 4 backup generators will be required once per year. Good operating condition is defined as not less than 95 percent effectiveness level for each line item system/equipment identified. The effectiveness level is calculated by dividing the operational hours per month minus the downtime, by the operational hours. Equipment will be considered in use 24 hours per day/7 days a week, inclusive of holidays. All equipment is considered to be in good operating condition. If the effectiveness level for a line item drops below 95% for a month, the Contractor shall grant a maintenance credit for that line item of system/equipment each month until the 95% effectiveness level is achieved. Maintenance credit will be issued by the Contractor as a credit on the Contractor s monthly invoice and will be reviewed and approved by the government Program Manager. The maintenance credit will be calculated by dividing the number of unavailable hours (UA) by the total hours (TA) available for the month divided by Quarterly PM cost (QC) for the affected piece of equipment. (UA/TA) *QC=Credit Amount. Fuel polishing is not included in this scope of work. Fuel related issues due to inadequate polishing will not be subject to penalties. It is expected that maintenance items identified during inspections will be corrected in a timely manner. Failures due to items not corrected in a timely manner will not be subject to penalties. Scope of Work Item 0001 (Firm Fixed Price): The Contractor shall provide planned maintenance (PM) inspections on the generators at 3-month intervals (quarterly), beginning in January 2019, the Annual PM shall be performed by April 31 of each calendar year the agreement is in effect. There will be semi-annual PM inspections performed on the Phillips Tank Management System (TMS) in Graceland. The planned maintenance schedule will be reviewed and approved by the government Program Manager before beginning such program. Such planned maintenance shall consist of, but not be limited to, the following. Quarterly and annual planned maintenance services: PM tasks and inspections shall be performed and shall include, but not be limited to, the following requirements. Use only fluids and lubricants that are approved by the OEM. Special care should be taken to keep the generator and engine components clean and in serviceable condition to facilitate detection of possible leaks and prevent subsequent damage. Remove all used antifreeze and/or radiator flush from government property and properly dispose of in accordance with State and Federal laws/regulations. Remove all used oil and oil filters after oil change from government property and properly dispose of in accordance with State and Federal law/regulations. Quarterly PM Inspection Scope of Work Generator Set PM Inspection Test all alarms & shutdowns where available via discrete switches, oil pressure, temperature, etc. or controller menu if available. Verify alarms & audible at remote annunciator panel where installed. Verify proper operation of day tank. Fuel Level. Float Switch. Solenoid Valves. Strainers. Flexible hose & fittings. Rigid piping. Tank Vent. Water in fuel. Check crankcase. Check water pump weep hole for leaks. Check for oil, coolant & fuel leaks. Check condition of all flexible oil, fuel and coolant hoses. Check radiator core, fan belts, and radiator cap; grease fan bearings as required. Confirm operation of remote radiator fan. Check coolant heater for proper operation, temperature setting and wire condition. Take oil & coolant samples; submit samples to testing laboratory for spectra chemical analysis. Check hours on oil & fuel filters. Recommend changing oil, oil filters, and/or fuel filters based on hours or oil sample analysis report. Check engine air filters. Check engine wiring & repair any bad connections due to vibration or chafing. Batteries/Battery Charger Confirm proper operation of battery charger for engine starting batteries. Record float voltage & current. Record equalize voltage & current. Check engine cranking batteries. Record specific gravity of each cell. On NiCad batteries record voltage of each cell. Load test batteries. Terminal condition clean any corrosion from terminal. Check condition of battery rack/tray. Monitor battery life & recommend replace every 30 to 36 months per NFPA-110. On dual starter engines, confirm operation of each starter individually. Governor Check & lubricate governor actuator linkage as required. Check wiring to actuator. Confirm proper operation of governor controls. Confirm proper operation of fuel pump or injector pump. Remove generator connection box covers & check condition. Rotating rectifier assembly for loose wiring or signs of bad rectifiers. Main conductor for chafing or loose connections. Voltage regulator connections. Visual inspection of rotor and stator windings. Confirm proper operation of engine start/stop controls. Verify proper operation of radiator exhaust louvers. Generator Controls PM Inspection Check control wiring for loose connections & chafing; correct as required Check all lamps Confirm operation of engine gauges & generator meters, selector switches, etc. Annual PM Inspection Scope of Work Annual recommended services and inspections shall include the following in addition to those tasks listed in section 4.1.2. This contract requires annual remote starting of the four (4) main backup generators located in Graceland in addition to the following work described below. Change engine lubricating oil and oil filters. Change engine oil every year or after 250 hours of operation. Service the crankcase breather. Inspect air filters. Change if needed. Inspect air intake for system leaks. Replace fuel filters. Replace filter element in pre-filter. Inspect for water intrusion in generator enclosure. Load Banking Load bank testing shall occur during the month of April. Coordinate load banking with VA COR or Electrical Shop point of contact 14 days prior to load banking. Load banking will be required for the (six) 3 generators listed in table 1 that do not parallel and export to the utility. Load bank testing shall comply with The Joint Commission and NFPA Standards. Documentation of testing shall be provided. Mississippi Power Company accepts no responsibility for the failure of your equipment during testing or the failure of the equipment to perform satisfactorily. If your equipment fails, then the expenses to perform repairs or modifications and any expense to re-test after same would be separate and in addition to the above quoted rate. It does not include fuel, oil, coolant or other consumables required to perform testing. Semi-Annual Tank Management System Inspection: Items to be inspected are as follows: Pneumercator Tank Monitor Test Main Tank 1-4 Probes. Test interstitial sensors. Test overfill alarms. Inspect probe and interstitial cap for leaks. Check calibration of probes. Inspect probe and interstitial wiring. Phillips Tank Management System Test Red Jacket fuel pumps. Inspect level probes in four (4) generator tanks. Test fuel solenoid valves for generator day tanks. Inspect fuel system for leaks. Item 0001 Fixed Firm Pricing Base Year: $(__________) Option Year #1: $(__________) Option Year #2: $(__________) Option Year #3: $(__________) 4-Year Total: $(__________) Item 0002- Corrective Maintenance (Time & Materials): Corrective Maintenance shall be performed after notification that equipment is inoperative. The Contractor shall provide the Contracting Officer with a designated point(s) of contact and make arrangements to enable its maintenance representative to receive such notification 24 hours per day/7 days per week with a four-hour on-site response time. Response time shall begin at the recorded time of the call to the Contractor and proceed until Contractor maintenance personnel are on site and have begun corrective actions. Repair time shall begin upon the recorded initiation time of corrective action by Contractor personnel at the repair site. All calls and arrival times will be recorded by government representatives in the System Maintenance Event Log and will be used by government representatives to establish the times used in computing credits. The Contractor s failure to meet the required response time will result in a 10% maintenance credit for each occurrence or a termination for default as described elsewhere within contract. After service, Contractor will provide a written report summarizing the performed service, findings and recommended action. Repair time for normal wear items on any single piece of equipment shall not exceed 24 consecutive hours. Should the government determine that the equipment is not operating in a satisfactory manner, the government shall remedy the malfunction, through whatever means are necessary, and offset the Contractor s invoice for costs to correct the malfunction. For the purpose of this agreement, normal wear items are considered as, but not limited to, the following, and must be included in the agreed upon list of stocked spare parts as outlined in Section 3: Belts Hoses Radiator Cap Filters Thermostat Starter Alternator Water Pump Item 0002 will be reimbursed on a Time & Materials basis. Contractor will be required to provide a breakdown of labor hours and material costs. Parts and consumables will be reimbursed at the manufacturers sales price plus 25%. The breakdown is as follows, and shall not exceed $(________) for life of contract. Additional personnel may be designated to re-establish operations immediately after the site is declared safe to enter.
