- This is a notice that, in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Department of Housing & Urban Development (HUD) intends to award a purchase order on a sole source bases to CoStar Reality Information, Inc. (CoStar), to purchase real property data services. HUD has determined that CoStar is the only vendor capable of providing the required services. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A solicitation will not be issued. This is a notice of intent to award a sole source purchase order under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Information submitted shall be sufficient to determine capability in providing the data services required by HUD. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. HUD regulations and administrative procedures require appraisers to determine whether accurate property attributes have been utilized in a loan or grant application during loan review and ultimately to verify that valuations have been determined correctly. HUD Multifamily appraisers need an online database containing up-to-date verified and confirmed sales data related to properties under contract and for sale for the following uses: • Apartment housing for low, moderate and market properties, sales with tax credits • Senior housing • Skilled nursing facilities • Mixed use (Housing and commercial) properties • Land sales of properties having residential zoning or other zoning that would allow residential use. The database must be searchable by county areas, zip code and property type. Available data must include all counties in the continental United States. The data must include the minimum information (listed above), and will include data since 1999: • Address of property, including city and county, with map location • Property assessor parcel number and parcel map • Seller's name and phone number • Buyer's name and phone number • Lot Size and zoning • Sales Price • Financing information • New Lender information • Detailed description of property improvements • Income description • Expense amount (with detail if possible) • Property type description • Listing agent name and phone number • Sales agent name and phone number The database must be accessible by 20 HUD staff located in as many as four separate HUD offices.
