INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND- NAME). The National Institutes of Health, Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), Office of Acquisitions (OA) on behalf of the National Institute of Digestive, Diabetes & Kidney Diseases (NIDDK) intends to award a purchase order without providing for full and open competition (Including brand-name) to PERKINELMER HEALTH SCIENCES INC for the IVIS Lumina III In Vivo Imaging System with RAS-4 Rodent Anesthesia System. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334516 with a Size Standard 1,000. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-98 This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($250,000). STATUTORY AUTHORITY This acquisition is conducted under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302- FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements 41 U.S.C. 253(c)(1). PERIOD OF PERFORMANCE WITHIN 30 DAYS OF AWARD Place of Performance National Institutes of Health National Institute of Digestive, Diabetes & Kidney Diseases 10 Center Drive Bethesda MD 20892   DESCRIPTION OF REQUIREMENT Differentiated thyroid cancer (DTC) treatment involves thyroidectomy followed by Radioactive iodine (RAI) therapy. These treatments are highly effective, however, 5-22% of patients become refractory to RAI. Our lab is investigating the alternative molecular targets for thyroid cancer treatment. We are focused on identification of the cross-talks between the signaling pathways and cancer metabolism, as better understanding of this process will enable utilization of targeted therapies. Our lab also established that thyroid cancer is characterized by the presence of somatostatin receptors, which could be targeted by different radiolabeled somatostatin analogs for imaging and therapeutic purpose. To test our in vitro findings in an in vivo model, we will be utilizing luciferase labeled human thyroid cancer cell lines injected into the immunocompromised mice, to create metastatic mouse models. The tumor growth in these mice should be monitored weekly. For that purpose, mice will be injected with luciferin followed by anesthesia and imaging utilizing IVIS Lumina III instrument The objective of the research is to test an efficacy of targeted thyroid cancer therapy in preclinical models. To achieve this objective, we will be creating metastatic mice model by injecting it with luciferase labeled thyroid cell lines. The IVIS Lumina III In Vivo Imaging System with RAS-4 Rodent Anesthesia System will be needed to monitor tumor growth in these mice on weekly basis. The mice will then be assigned to either the control or experimental groups based on gender and tumor burden. Independently, and not as an agent of the Government, the contractor shall perform all of the detailed Task Areas listed below: Task Area 1 - I.e. Obtaining a IVIS Lumina III In Vivo Imaging System with RAS-4 Rodent Anesthesia System with 5 years warranty. Task Area 2 - I.e. The contractor shall provide a computer hardware with sufficient power and storage capabilities so that the imager can operate fully in a multiuser environment. Task Area 3 - I.e. The contractor shall provide software to operate the imager detector with a perpetual license to the government which shall include a 1year period for phone support, and software upgrades at no additional cost. Task Area 4- The contractor is responsible for providing the equipment to the NIDDK as FOB destination, with inside delivery to the final install location, to include any related customs broker fees. Task Area 5 - The vendor shall be responsible for the complete delivery and set up. This includes; installation & setup, connecting IVIS Lumina III system with RAS-4 rodent anesthesia system and oxygen cylinders, to ensure proper factory settings and operation of the equipment. Also included is the requirement that the contractor remove all packaging materials and debris associated with the delivery & installation. Task Area 6 - The Program Manager will be present during installation of the equipment. Within 5 business days of a successful completion of the install, the Program Manager will contact the Customer Service Division to schedule the training session required. Training will be held for up to 8 employees, in a single 2 hour training session scheduled on a mutually agreeable date. Training must take place within 30 days of the completed installation. If, for any reason, the Program Manager does not schedule the training session within 30 days of installation, the vendor reserves the right to bill the government in full for the full contract price. CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: descriptive literature, delivery timeframe, warranties and/or other information that demonstrates that the offer meets all the foregoing requirements, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses to this notice shall be submitted electronically by 9:00 am Eastern Standard Time, on Wednesday, August 8, 2018 to the Contract Specialist, Amber Harris, at amber.harris@nih.gov.
